Outstanding results
After 5 years of implementing the Dong Khoi Program for Startups and Business Development, despite many difficulties and challenges, sectors, levels, business and startup communities have achieved many positive results in many fields.
In the period of 2021 - 2025, the province identifies innovative startups as an important driving force to promote socio -economic development with the goal of building an effectively operating startup ecosystem, activities to promote connections between components, technology and innovation business communities, startup support organizations, policies, finance, markets and human resources.
From 2021 to June 2025, 2,847 newly established enterprises with registered capital of over VND 27,039 billion, reaching 56.94% of the plan; 209 business households converted to enterprises, reaching 13.93% of the plan; 574 start-up enterprises, reaching 95.66% of the plan; newly granted certificates of science and technology enterprises to 06 enterprises, reaching 40% of the plan; newly granted 9 enterprises with foreign investment capital, reaching 45% of the plan; by 2024, the province will have 55 information technology enterprises, reaching 110% of the plan. Cumulatively, 22 leading enterprises have been recognized in 2024, reaching 22% of the plan. The process of recognizing leading enterprises and leading sources in 2025 is underway. It is estimated that by the end of 2025, there will be 3,171 newly established enterprises, 605 start-up enterprises, 229 business households converted to enterprises, and 33 leading enterprises reaching 33% of the plan.
The People's Council of Ben Tre province issued Resolution No. 09/2023/NQ-HDND dated July 5, 2023 on stipulating a number of specific policies to encourage and support business development in Ben Tre province. As of May 2025, 101 million VND has been disbursed to 25 individuals and organizations.
In the period of 2021-2025, in order to find startup ideas and projects, every year, the sectors have focused on organizing startup competitions. Outstanding results include the "Startup Ideas and Projects" Contest in Ben Tre province with 209 participating startup projects and ideas; especially in 2024, the province expanded from the provincial level to the Mekong Delta region; the Women's Startup Competition attracted an average of over 100 ideas/projects per year; the Creativity Competition for teenagers and children received 689 provincial-level entries. Coordinated to organize 05 regional startup competitions.
Administrative reform continues to be promoted; administrative procedures are increasingly simple, public, and transparent; support for businesses and startups to access capital is increased. It is estimated that by the end of 2025, the total capital mobilized locally will reach VND 72,300 billion, an increase of 62.3% compared to the beginning of the term; cumulative loan turnover in 5 years will reach VND 450,000 billion; outstanding debt will reach VND 78,200 billion, an increase of 85.9% compared to the beginning of the term; credit policies to support businesses under the Dong Khoi Program for Startups and Enterprise Development in the period of 2021-2025 have been implemented. The results of the period have introduced 10 businesses to access loans with preferential interest rates, with 02 businesses accessing capital of VND 2.2 billion. The period of 2021-2025 attracted 359.73 million USD in foreign investment, reaching 17.99% of the plan; attracted over 21,174 billion VND of domestic investment capital, reaching 52.94%.
The province's PCI index has increased continuously for 3 consecutive years, in 2021 it ranked 18/63; in 2022 it increased by 5 places compared to 2021, ranked 13/63; in 2023 it increased by 6 places compared to 2022, ranked 7/63 provinces and cities, ranked 3/13 in the Mekong Delta region; in 2024 it ranked 12/63, ranked 5/13 in the Mekong Delta region. The Provincial Governance and Public Administration Performance Index (PAPI) in 2021 ranked 56/63 provinces and cities; in 2022 ranked 50/63 provinces and cities; in 2023 ranked 52/61 provinces and cities.
Striving to develop 4,000 new enterprises
According to Standing Vice Chairman of the Provincial People's Committee Nguyen Truc Son, in the period of 2026 - 2030, the province strives to develop 4,000 new enterprises with a total registered capital of 40,000 billion VND, including 20 foreign-invested enterprises, 100 leading enterprises, mobilize 500 business households to convert to 24 enterprises, develop 700 start-up enterprises; prioritize the development of processing industry, new energy, and renewable energy.
Continue to prioritize calling for investment according to the approved Provincial Planning orientations; strive annually to: organize at least 2 investment promotion events, participate in at least 5 investment promotion events, receive and work with 270 - 300 domestic and foreign investor delegations to introduce the province's potential strengths and support over 1,100 times on investment and business dossiers and procedures in Ben Tre. Implement annual assessment of the management capacity of departments, branches, sectors and localities in the province (DDCI) to improve the investment and business environment. Maintain the province's PCI ranking in the top 10. Promote linkage and cooperation activities to attract investment; proactively coordinate with other localities to organize investment connections to attract investment in the province. Strengthen connections with business associations inside and outside the province to build an effective information channel on the province's investment environment.
To achieve the above goals, the province will continue to build an innovative startup ecosystem to promote private economic development. Promote science and technology, innovation, digital transformation, green transformation, effective and sustainable business in the private economy. Develop a team of businesses, strengthen connections between private enterprises with FDI enterprises and domestic enterprises. Promote administrative reform, build policies to support business development, promote the entrepreneurial spirit, create favorable conditions for business development; improve the quality of human resources for business development.
