Previously, at the end of May 2024, social networks in Quang Binh spread a clip showing that at the closing ceremony of Quy Dat Town Kindergarten No. 1, the school's parents' association president went on stage to speak and mentioned the irregularities in the school's socialization.

While the president of the parents' association was presenting, Ms. Dinh Thi Bui Chung - Principal of Kindergarten No. 1 in Quy Dat town stood up and grabbed the microphone, preventing this person from continuing to speak.

In this clip, a vice principal of the school stood up and said that the president had asked for permission so he was allowed to speak, then Ms. Chung snatched the microphone from the vice principal's hand.

Immediately after the incident, Minh Hoa District Inspectorate stepped in and concluded an inspection of the school's activities.

The inspection team determined that the school was sponsored with 19 lockers for students to store personal belongings. The school set up a team to receive the sponsorship. But the school was the one who received the sponsorship, not the team.

In the handover minutes of these cabinets, there is an inconsistency between the cabinet sponsors. When recording the executive committee of the parents' association of each class, another section records the cabinet sponsor as the representative board of the parents' association of the school.

In addition, the school's leaders were also found to have committed many financial violations. These included spending more than the prescribed amount; spending on entertainment without having a written record of the meeting beforehand.
