Health insurance is an important shield to protect health, especially for the poor, but in rural areas like Binh An commune, many women cannot afford to buy health insurance cards for their whole family. "Sometimes when I am sick, I just go to the pharmacy to buy medicine to get through it. I don't have money to go to the hospital, let alone buy a health insurance card" - Ms. Thi Mien, a member of the women's association of An Phuoc hamlet, shared.
Based on that reality, at the end of 2018, the Women's Union of Binh An commune established the first revolving capital contribution group in An Phuoc hamlet with 12 members, each contributing 200,000 VND/month. Up to now, the model has developed into 4 groups with 50 members participating, the contribution level ranges from 300,000 VND to 1 million VND. Ms. Thi Thuy, residing in An Phuoc hamlet, who used to be a poor household but has escaped poverty for 3 years, said: "Every day, I save 10,000 VND, and at the end of the month I contribute 300,000 VND to the group. With health insurance, I no longer have to worry when I get sick." Ms. Thuy's family lives on her husband's income from working for hire, her daughter works far away, life is difficult but not as miserable as before. Ms. Thi Diep, 49 years old, living in An Phuoc hamlet, has sciatica and kidney disease. She was hospitalized for 6 months. Thanks to health insurance, she did not have to borrow money for treatment. Now, Ms. Thi Diep has opened a small grocery store at home. She continues to participate in the capital contribution group with a monthly contribution of 500,000 VND.
The special feature of the model is the rotation and the drawing of lots. Each month, one member receives the contribution from the whole group. Members with difficult circumstances are given priority to receive it first to buy health insurance or do small business. “Women see the effectiveness of the model so they encourage each other to participate. Whoever receives the capital will leave it to others, and so on. Thanks to the model, the lives of these women have improved significantly, the number of poor households has decreased to 4 and the number of near-poor households has decreased to 7,” said Ms. Thi Chan Minh, Head of the revolving capital contribution group to buy health insurance in An Phuoc hamlet.
From the pilot model in An Phuoc, the Women's Union of Binh An commune quickly expanded to 8 hamlets with 198 members participating, with a total revolving capital of 270 million VND. According to Vice President of the Women's Union of Binh An commune Mai Hong Tot, the success of the model is thanks to the association with Project 938 to support women starting a business. From health insurance, women are exposed to the mindset of doing small business and then developing it. On the 25th of each month, the executive committee meets to deploy the content to the hamlets, thereby spreading the movement. In addition to direct propaganda, the Women's Union of Binh An commune also flexibly propagates through Fanpage, Zalo, and Facebook of the union officials to mobilize members. The model has been commended at the provincial level, when there are hundreds of women members doing business effectively, participating in all movements. Currently, each hamlet has 3-4 groups contributing revolving capital to buy health insurance.
