INSTITUTIONAL CREATION, DEVELOPMENT MOTIVATION
Speaking at the meeting, Secretary of the An Giang Provincial Party Committee Nguyen Tien Hai said that the meeting was of special importance, not only to perfect the organization of the government apparatus, but also to lay the foundation for the synchronous, effective operation and sustainable development of the new An Giang province, with a great vision, noble mission and strong aspirations to rise.
In the context and new development requirements, new regulations will take effect from July 1, 2025, especially the Law on Organization of Local Government 2025 and new regulations on decentralization, delegation of power, and strong delegation of authority from the Central to the local level, so the role of the People's Council becomes especially important.
The Provincial Party Secretary emphasized that the mission of the Provincial People's Council at this time is not only to supervise and make decisions, but also to create institutions, create development momentum, promote innovation, digital transformation and sustainable development.

The Provincial Party Secretary requested the Provincial People's Council and Provincial People's Committee to urgently complete the organization of the government apparatus after the merger. In particular, the Provincial People's Council and the People's Councils at the commune, ward and special zone levels need to promote their central role in development policy making, clearly demonstrate innovative thinking, long-term vision, and promptly issue specific and breakthrough policies and mechanisms based on exploiting the potential and strengths of the locality after the merger. Each resolution issued must be substantive, feasible and have a positive impact on people's lives and the development of the province.
Requiring strong innovation in the activities of People's Council delegates at all levels, the Provincial Party Secretary said: "Each delegate needs to improve their capacity, responsibility, connect with voters, listen and transform the people's voices into concrete actions and practical resolutions. The prestige and effectiveness of the People's Council does not lie in the number of resolutions, but in the quality, effectiveness and impact of each policy on the people."

RESOLUTION ON ESTABLISHMENT OF 14 SPECIALIZED AGENCIES UNDER THE PROVINCIAL PEOPLE'S COMMITTEE
At the meeting, the An Giang Provincial People's Council announced the resolution of the National Assembly Standing Committee appointing comrade Nguyen Thanh Nhan to hold the position of Chairman of the Provincial People's Council; the Vice Chairmen of the Provincial People's Council include comrades: Le Hong Tham, Dinh Thi Viet Huynh, Giang Van Phuc. At the same time, comrade Pham Van Mau was appointed to hold the position of Head of the Legal Committee; comrade Ngo Hen to hold the position of Head of the Economic - Budget Committee; comrade Tong Van Kiem to hold the position of Head of the Cultural - Social Committee; comrade Le Thanh Dung to hold the position of Head of the Ethnic Committee of the Provincial People's Council.

Speaking at the closing session, Chairman of the An Giang Provincial People's Council Nguyen Thanh Nhan emphasized that immediately after this session, the agencies of the Provincial People's Council, the Provincial People's Committee, departments, branches, localities and delegates of the Provincial People's Council need to issue operating regulations and assign specific tasks to each member to effectively perform their functions, duties and powers according to the law.
