The Traffic Police Department (CSGT) - Provincial Police said that from July 1, the whole province will deploy 25 points for issuing, exchanging and reissuing driving licenses (GPLX). Of which, there are two points at the headquarters of the Traffic Police Department at 21 Ha Huy Tap, Buon Ma Thuot Ward and 666 Nguyen Tat Thanh, Binh Kien Ward. The remaining 23 points are located right at the police headquarters of communes and wards, contributing to bringing administrative services closer to the people.
At each point of issuing and reissuing driving licenses, all necessary equipment and machinery such as computers, printers, and cameras are fully equipped to ensure smooth and efficient working processes. Information on public services and procedures for issuing and reissuing driving licenses are also publicly and clearly posted, making it easy for people to understand and follow. Working hours are arranged during office hours from Monday to Friday every week. In addition, commune-level police will work on Saturday mornings (from 7:30 a.m. to 11:30 a.m.) to facilitate busy people during office hours.

At the Krong Nang Commune Police Station (47 Nguyen Tat Thanh, Krong Nang Commune) on the morning of July 2, from early morning, officers on duty were present at the headquarters, ready to handle documents and administrative procedures for citizens. At the counter for procedures to issue, change, and reissue driving licenses, the Krong Nang Commune Police Station arranged two officers to directly receive documents and guide people through the procedures.
Captain Pham Tien Dung, an officer of the Krong Nang Commune Police, said: "All processes and procedures for issuing and exchanging driving licenses have been publicly posted by the unit at the headquarters for people to easily follow. When citizens come to do the procedures, officers will guide them in two ways: directly on paper and through the Ministry of Public Security's online public service portal." Captain Dung emphasized that the unit's motto is to create the most favorable conditions for people, ensuring that each complete application will be processed in a short time, only 20 - 30 minutes.
At the headquarters of Buon Ho Ward Police (No. 4 Tran Hung Dao, Buon Ho Ward), the unit has arranged two officers to carry out the work of issuing, exchanging and re-issuing driving licenses. The posting of fees according to Circular No. 37/2023/TT-BTC, dated June 7, 2023 of the Ministry of Finance stipulating the collection rates, collection, payment, management and use of driving test fees; fees for issuing licenses and certificates to operate on all types of vehicles and fees for registering and issuing license plates for specialized motorbikes is also made public at the citizen reception area. Major Tran Dac Chuong, Deputy Head of Buon Ho Ward Police, informed that since March 2025, Buon Ho Town Police (old) has taken over the task of issuing, exchanging and re-issuing driving licenses. Thanks to that, when taking on this task, Buon Ho Ward Police were no longer surprised and the officers assigned to work at the department receiving, exchanging and re-issuing driving licenses had experience.
However, in addition to the advantages, Major Chuong also pointed out a current difficulty that many people do not have smartphones or have them but are not proficient in using technology, leading to limited registration of records on the public service portal. To overcome this problem, the unit will increase propaganda and guidance for people to apply information technology when handling administrative procedures to increase the number of records processed on the Online Public Service Portal.

The rapid operation of driving license issuance and re-issuance points right from the time the two-level local government came into operation has contributed to bringing many conveniences to the people, significantly reducing travel time and effort.
This effort has received positive feedback from the people. Mr. Le Van Hoa (residing in Tam Giang commune) shared that his motorcycle driving license had all the data erased, and he was very worried about where to go to get the renewal procedure. Recently, when he heard that the procedure for getting a new driver's license was carried out at the Krong Nang Commune Police Headquarters, he went there on the morning of July 2 to get his motorcycle driving license renewed. "When I came to do the procedure, I was enthusiastically guided by the commune police officer. After only 20 minutes, I completed all the procedures," Mr. Hoa happily said.
Major Tran Anh Tong, Captain of the Road Motor Vehicle Driving License Examination and Issuance Team (Traffic Police Department), said that to ensure that the police of 23 communes and wards receive the task of issuing, exchanging and reissuing driving licenses smoothly, the Traffic Police Department has proactively set up 5 working groups to inspect, guide and review the conditions of facilities, human resources and the implementation of procedures for handling documents for citizens.
At the inspection sites, the working groups all acknowledged the efforts of the commune-level police units in quickly catching up and implementing the reception and processing of people's records quickly and effectively.
These efforts not only demonstrate the determination of the provincial police force in reforming administrative procedures but also affirm the commitment to providing the best service to the people, contributing to building a modern, convenient and close public administration.
