Understanding the soldier's psychology and health, Sergeant Vi Van He, Squad Leader of Squad 4, Platoon 2 (Company 1, Battalion 4) quickly put his hand gently on soldier Man's forehead and felt a fever. Sergeant Vi Van He promptly encouraged soldier Man and reported to the superior commander, at the same time cooked porridge and took care of soldier Man himself. With the timely attention and care of the officers, a few days later, soldier Nguyen Minh Man quickly recovered, stabilized his health, and continued to work well.

This is one of the specific examples among hundreds of examples in Division 9 in implementing the model of "Three haves" (having a high sense of responsibility, having strict discipline and being emotional and reasonable ineducational management ;), "Three shoulds" (should be close, caring, encouraging and helping soldiers, should respect and accept soldiers' opinions and should be specific and meticulous in guiding soldiers).

Colonel Nguyen Huu Thang, Political Commissar of Division 9, said: “The model of “Three haves” and “Three shoulds” aims to promote the role of cadres at all levels in guiding and helping soldiers. The Division directs Party committees and Party cells to issue monthly resolutions to evaluate specific results, commend typical examples, and at the same time focus on leading the overcoming of shortcomings.”

To implement the model, Party committees, Party cells, and commanders at all levels thoroughly disseminate the content to cadres and soldiers; at the same time, develop specific implementation plans; each cadre and Party member has a registration of determination. Units do a good job of classifying ideology, assigning cadres and Party members to accompany and help slow-progressing soldiers in each unit. The Division directs the organization of vibrant cultural and sports activities, creating a joyful and exciting atmosphere in the unit.

Senior Lieutenant Nguyen Ngoc Hau, Platoon Leader, Company 9, Battalion 6, Regiment 2 said: “To implement the model, I have to proactively set an example in every little thing of the day such as practicing etiquette, manners, following the regime and having to eat, live and work together with the soldiers. Especially in assigning tasks and evaluating the results of the tasks, I am always fair, just and objective, creating solidarity, excitement and enthusiastic competition among all soldiers in the unit.”

The time to implement the model is not long, but initially the model has created an environment to promote the role and responsibility of the staff in performing tasks. In particular, the soldiers' sense of discipline has changed positively. From the beginning of 2025 to now, Division 9 has not had any serious discipline, common discipline violations have been reduced to the lowest level, and the relationship between officers and soldiers has been built well. Soldiers boldly express their thoughts and make suggestions; cadres proactively receive, listen, and promptly resolve them with reason and emotion; thereby the unit manages and educates soldiers well.
