According to records at the Public Administration Service Center - Branch No. 3, Dong Da Ward in the early morning of July 2, dozens of people waiting to do land procedures were quickly assisted by center staff to get numbers, receive and return documents quickly.
Sharing about the implementation of the information system for handling administrative procedures according to the 2-level local government model, Mr. Bui The Hung - Director of the Public Administration Service Center - Branch No. 3 - Dong Da said: "Yesterday we received more than 40 records of people on the new system.

According to the assessment, the system operates stably and smoothly. In my opinion, MobiFone's software brings a lot of value, helping us serve the people quickly."
At branch number 3, there are cases where the elderly come to do things like corrections, extracting records, land procedures, we also quickly support getting numbers, instructions on installing applications..., the representative of the Public Administration Service Center - Branch number 3 added.
On the second day of operating the 2-level government in Hanoi , the Public Administration Service Center - Branch No. 3 always had a large number of people coming to do procedures. The staff at the center served the people quickly, even outside of office hours, bringing people trust and satisfaction.

Ms. Le Thi Tu (residing in Dong Da ward, Hanoi) was delighted to receive the red book after the merger. Ms. Tu shared, “I am very excited that the receipt of documents and the return of results are supported very quickly. The staff support people thoughtfully, carefully and quickly. I appreciate the service style and the integration of the information system for handling administrative procedures according to the 2-level local government model will help people complete their documents quickly, avoiding going back and forth too many times.”
Ms. Nguyen Thu Ha (residing in Hoan Kiem ward, Hanoi) was surprised by the urgent speed of work and quick support when she first carried out land procedures.

Ms. Ha shared: “Today I went to do the procedure to change the name on the red book. Right after arriving, I was supported to get a number and the application submission did not take long.
I found the implementation of the officers today very urgent, people also easily understood the process. Especially for the elderly like us, going through the procedures that seemed very difficult and time-consuming, now become easy and convenient.
The system operates stably, file processing speed is improved.
According to the report, since June 2025, MobiFone Telecommunications Corporation has coordinated with the Hanoi Public Administration Service Center to deploy an administrative procedure settlement information system developed by MobiFone. In order for the administrative procedure settlement information system under the 2-level local government model to operate stably, MobiFone previously organized installation support and training for 126 communes, wards, 15 departments, and 12 branches of the Hanoi Public Administration Service Center.
At the same time, MobiFone has assigned nearly 200 staff to ensure that each ward or commune has at least 1 staff member directly responsible for supporting local officials in operation, resolving problems during use, maintaining 5 Hotline numbers and 10 Meeting channels open 24/7 to support officials throughout the official system deployment period from July 1.
Recording the actual implementation situation, Mr. Pham Huy, a MobiFone officer providing support at the Public Administration Service Center - Branch No. 3 said: "In the past 2 days, the information system for handling administrative procedures according to the 2-level local government model has been operating stably. The officers have quickly decentralized processing and classified files, with the direct support of nearly 200 MobiFone personnel sent to the units."

MobiFone - as a defense and security enterprise under the Ministry of Public Security - quickly coordinated with the Hanoi Public Administration Service Center to deploy an information system to handle administrative procedures.
Prior to the implementation of the system, there were coordinated training programs that were still being implemented and organized synchronously at many levels. In particular, for commune/ward level officials, centralized and online training courses were systematically implemented, helping officials understand the process of receiving, processing and returning results of administrative procedures on the National Public Service Portal platform.
Staff are instructed on how to use digital devices and tools such as digital stations, MobiFone Meet conference platform, MobiFone eOffice electronic document software... to optimize daily work.
For people and businesses, MobiFone is also building a user manual by integrating basic digital skills courses and instructions on using online public services on the mobiEdu MOOCs platform.
The training content is concise, easy to access, with simulation videos and practice exercises to help people – even in rural areas – easily look up, submit documents and receive results without having to go directly to the People's Committee.
Other support tools are also being applied, such as smart radio, which is used to broadcast news quickly about changes in procedures; an online feedback system helps people grasp and respond to policies promptly.
