Hai Phong calls for a series of trillion-dong projects after merger

Right from the first days of Hai Phong City (new) coming into operation, a series of projects worth thousands of billions of VND were called for investment by the City, creating a wave of planning.

Accordingly, among the projects calling for investment, there are 8 new urban area and social housing projects with a total investment of more than 33,000 billion VND and an implementation period of 5-9 years.

The first is the Trang Due Urban - Commercial Service and Workers' Housing Expansion Project. The project stands out with the largest total investment capital of up to VND 9,384 billion and a scale of 90.76 hectares in An Hai, An Duong, and An Phong wards. Here, townhouses will be built (on an area of ​​nearly 18 hectares), villas for sale (about 3.3 hectares), social housing apartment buildings (5.4 hectares), commercial service works (0.2 hectares), ... promising to provide a large number of townhouses, villas and social housing, meeting the urgent housing needs of people and workers within 8 years.

Next is the Hong Thai - An Hai New Urban Area Investment Project, which is calling for investors to implement according to the basic construction schedule and put the project into operation in 9 years. The project has a total investment of 6,966.19 billion VND, implemented in An Duong and An Hai wards. The area of ​​land, water surface, and planned space is 66.03 hectares. This urban area will diversify housing types from townhouses, villas to commercial apartments and social housing, with a total floor area of ​​housing construction of more than 609,000 m². Specifically, the project will complete the exterior of 4-storey townhouses (on a land area of ​​8.2 hectares), 4-storey commercial villas (3.9 hectares), 5-storey social housing in the form of apartments (nearly 4 hectares), mixed-use apartments with a maximum height of 16 floors (2 hectares), 5-storey commercial complex (1.5 hectares), 5-storey general hospital (3.1 hectares),... expected to be completed in 9 years.

Meanwhile, the Urban Area Construction Investment Project in Hong Thai Ward, An Hai Ward is equally important. With a total investment of VND 2,102 billion and a scale of 21.49 hectares, the project will provide townhouses, villas and social housing products, contributing significantly to urban development in this area within 5 years.

Hai Phong City is implementing an investment project to build an urban area in Le Loi Ward and An Ha Ward with a scale of 20 hectares and a total investment of 2,780 billion VND. And to solve the need for social housing, in Nam Son Ward (now An Duong Ward), Hai Phong is calling for investment in 2 social housing projects, with a total investment of 4,462 billion VND on an area of ​​about 27.8 hectares.

Next is the Dong Son - Hoa Binh Urban Area Construction Investment Project in Tran Hung Dao Ward and Hoa Binh Ward, Thuy Nguyen City with a total investment of VND 2,687.23 billion, the basic construction progress and putting the project into operation or exploitation is 5 years. The project is implemented on an area of ​​266,866 m2 in Luu Kiem Ward and Hoa Binh Ward. This project will complete the rough construction of the exterior of 5-storey townhouses (on a land area of ​​nearly 6 hectares), 4-storey villas (1.1 hectares), commercial service works, 4-storey convenience stores (townhouse type) (0.6 hectares), ... expected to be completed in 5 years.

Finally, the Thuy Duong - Thuy Son Urban Area Construction Investment Project, with a total investment of nearly 965 billion VND and an area of ​​76.78 hectares in Thuy Nguyen Ward. Of which, this project has about 9.5 hectares of land for building townhouses for sale, nearly 1 hectare of land for building mixed-use buildings (commercial apartments and commercial service floors), and 3.9 hectares of land for building social housing apartments.

Previously, at the 26th Special Session of the City People's Council (term XVI) at the end of June, the locality passed a resolution to add 6 new land plots with a total area of ​​nearly 340 hectares to the list of bidding to select investors for the period 2025 - 2026.

Typical of these is the Cat Don tourism service area project in Cat Hai district (157.5 hectares), aiming to develop a coastal eco-resort. Next is the Hung Thang urban area in Tien Lang district (46.3 hectares) and the new rural residential area in Xuan Dam commune (13.9 hectares).

In addition, there are also educational and social security projects such as a kindergarten in An Duong, a high school in Kien An, and a 120-hectare elderly care center in Thuy Nguyen.

Notably, Hai Phong also focuses on the education sector with the Education Complex project in Kien An ward. The project has a total investment of 648.48 billion VND on an area of ​​10 hectares. This complex will include higher education, vocational education and general education facilities from primary to high school, with a scale of receiving about 5,820 students each year and 445 teachers, staff and employees.

In addition to urban area projects, Hai Phong City is also actively calling for investment in other areas to improve infrastructure and improve the quality of public services. A typical example is the Kinh Mon Waste Treatment Plant Construction Project, with a total investment of 327 billion VND, implemented in Nhi Chieu Ward. This is a key environmental project, contributing to solving the waste problem, aiming to build a green, clean and beautiful Hai Phong.

Along with that is the Yen Market Construction Investment Project, with a total investment of more than 84 billion VND, located in Tu Ky commune. The investment in building a new market will significantly improve business and shopping conditions for people and promote local economic development.

The criteria for evaluating the capacity and experience of investors in land-using projects include: financial capacity, ability to arrange capital and experience in implementing similar projects. Regarding experience in implementing similar projects, with an open mind, Circular No. 15/2024/TT-BKHDT encourages the maximum attraction of investors with capacity and experience in investing and constructing similar works and projects (in the role of investors contributing capital, economic organizations established by investors to implement projects and in the role of construction contractors). Investors can also participate with experience in operating and operating similar works and projects, using the experience of partners. For large projects, investors can participate in joint ventures.

With a strategic location and open development space, Hai Phong City is expected to open up many development opportunities, becoming an ideal trade gateway while also strongly promoting regional connectivity, expanding multi-sector economic development space, connecting growth drivers. It can be seen that the City's call for investors with the above series of projects is considered the strongest wave of planning - calling for investment in Hai Phong right after the merger.
