All industries are growing
The report on the implementation of the socio-economic development plan for the first 6 months of the year and key tasks for the last 6 months of 2025 of the Hanoi Party Committee sent to the 23rd Conference of the Hanoi Party Committee (morning of July 15) showed that the implementation of the arrangement of commune-level administrative units of the city has contributed to perfecting the institution of administrative units, operating effectively and efficiently; promoting all resources to promote socio-economic development, improving people's lives...
The total state budget revenue in the city in the first 6 months of 2025 was VND 392.2 trillion, reaching 77.6% of the estimate, up 51.4% over the same period in 2024. The city's growth in each quarter was higher than the previous quarter: the first quarter increased by 7.56%, the second quarter increased by 7.69%. GRDP in the first 6 months of the year increased by 7.63%, higher than the same period (6.13%) and higher than the proposed scenario (7.59%). All sectors grew: Services increased by 8.42%; industry and construction increased by 6.83%; agriculture increased by 3.21%. International visitors reached 2,636 thousand arrivals (with accommodation), up 23.6%; domestic visitors to Hanoi reached 1,058 thousand arrivals, up 18.5%. Total revenue from tourists reached 62,299 trillion VND, up 14.6%.
The city has focused on removing bottlenecks in planning, investment, construction, land, etc.; speeding up the implementation of key projects, such as: Starting the Tu Lien bridge project (total investment of nearly 20.2 trillion VND); speeding up the disbursement of projects such as: Ring Road 4 - Capital Region (disbursed 16.4% of the capital plan); Ring Road 1, Hoang Cau - Voi Phuc section, phase 1 (disbursed 51.2% of the capital plan); National Highway 6, Ba La - Xuan Mai section (disbursed 19.6% of the capital plan); Thang Long Avenue expressway connecting National Highway 21 to Hanoi - Hoa Binh expressway (disbursed 29.5% of the capital plan); Yen Xa wastewater treatment system project (disbursed 37.2% of the capital plan).
The city is focusing on directing the acceleration of progress, ensuring the goal of completing the plan and putting the works into operation, use, and serving the socio-economic development of the capital.
The city pays special attention to planning. In the first 5 months of the year, the City People's Committee approved 4 planning projects: General planning of underground construction space in the center of Hanoi until 2030, with a vision to 2050; 2 urban subdivision plans for the Red River and Duong River; Planning of parking lots, logistics centers and rest stops in the city until 2030, with a vision to 2050.
The fields of culture, education, health and social security are guaranteed. The city has created jobs for 105,206 workers, reaching 62.3%, an increase of 19.8% over the same period in 2024.
Notably, Hanoi's Provincial Competitiveness Index (PCI) in 2024 reached 68.38 points, up 4 places, from 28th place last year to 24th place, in the top 30 provinces and cities with good governance quality. This is the result of the perseverance and persistence in reform of many localities and active supervision from the business community. In 2024, the city's Administrative Reform Index reached 92.75 points, ranking 3rd out of 63 provinces and cities, maintaining its ranking compared to 2023 but increasing by 1.32 points (equivalent to an increase of 2.99% compared to 2023, reaching 91.43 points). Hanoi is in the top 10 provinces and cities with high Index scores and higher than the national average value of 4.38%.
Regarding the application of science, technology, innovation and digital transformation, Hanoi's Provincial Digital Transformation Index (DTI) has increased continuously for 3 years, with an increase of 19 places from 2021 to present. The city ranked first in the country in the information technology industry index, held the second position for 7 consecutive years in the Vietnam E-commerce Index, ranked first in the e-governance index and led in the local innovation index (PII) in 2024 announced by the Ministry of Science and Technology.

Promote digital transformation, innovation, and remove bottlenecks
In addition to the results achieved, the city also frankly pointed out some shortcomings and limitations. That is, the overall growth in the first 6 months was high, however, the second quarter was lower than the scenario (7.56% compared to 7.93%), the growth of the construction industry was much lower than the scenario (6.81% compared to 8.05%). The index of industrial production (IIP) increased by 5.9% - not yet commensurate with the potential. Enterprises continued to face difficulties, the number of dissolved and temporarily suspended enterprises increased.
Waste and wastewater treatment plant projects have not yet met the set schedule. Water pollution treatment in inner-city rivers such as Kim Nguu, To Lich, Lu, Set, and Nhue - Day rivers has not yet met requirements. Relocating facilities that pollute the environment and are not in accordance with planning still faces many difficulties...
In the last six months of 2025, Hanoi city believes that increasing difficulties and challenges are also opportunities and motivations for the entire political system, businesses and people to resolutely and effectively implement reforms and tasks and solutions for socio-economic development. The city's focus is to promote the application of science and technology, innovation, digital transformation, remove bottlenecks in mechanisms and policies, and develop the private economy, promoting production and business.
The City requests that, in the last 6 months of the year, the following departments, branches, sectors and communes and wards continue to implement the assigned targets and tasks in Action Program No. 04/CTr-UBND dated February 14, 2025, Directives No. 03/CT-UBND dated March 14, 2025 and No. 04/CT-UBND dated March 28, 2025, with 8 key tasks and solutions.
In particular, the city focuses on completing the arrangement and assignment of cadres to maintain continuity in leadership and management; inheriting a team of capable cadres from the district and commune levels before the arrangement; key cadres at the commune and ward levels are arranged in the right positions, in accordance with regulations, with qualities, capacity and development prospects.
The city continues to improve mechanisms and policies; improve the effectiveness and efficiency of law enforcement and implement the "four pillars" of: Science, technology, innovation and digital transformation; international integration; law making and enforcement; private economic development...
The city will also implement solutions to promote economic growth associated with controlling inflation, ensuring major balances; disbursing public investment capital in 2025; speeding up the progress of important transport infrastructure projects, focusing on key projects such as: Ring Road 4, metro line 2 (Nam Thang Long - Tran Hung Dao section), metro line 5 (Van Cao - Hoa Lac) and 6 bridges including: Hong Ha, Me So, Thuong Cat, Ngoc Hoi, Tran Hung Dao, Van Phuc... Hanoi will also speed up the progress of environmental protection infrastructure projects; prioritize resources and remove obstacles to complete waste and wastewater treatment projects; strengthen environmental pollution control.
Along with that, the city will review, restructure processes, integrate and provide 100% of qualified online public services by industry and management field to the National Public Service Portal; build, manage and update planning databases for industries, fields and localities, ensure data synchronization with the National Planning Information System and Database and avoid dispersion and waste...
