On September 3, the Prime Minister appointed Mr. Vu Hai Quan, member of the Party Central Committee, Chairman of the Council, Director of Ho Chi Minh City National University, to hold the position of Permanent Deputy Minister of Science and Technology under Decision No. 1887/QD-TTg.
The above decision takes effect from September 3.

Mr. Vu Hai Quan was born in 1974, in Ninh Binh .
He graduated from the Faculty of Mathematics and Informatics, University of Science (Ho Chi Minh City National University) in 1996.
From 2001 to 2005, Mr. Vu Hai Quan was a research student at the University of Trento, Italy and received his doctorate.
Then continued postdoctoral research at the University of Leuven, Belgium.
In February 2005, he successfully defended his doctoral thesis and received a postdoctoral fellowship at the University of Leuven, Belgium.
Returning to Vietnam in 2007, Mr. Vu Hai Quan held many positions such as Director of ITEC International Training Center and Head of AILab Artificial Intelligence Laboratory, Vice Principal of University of Natural Sciences (Ho Chi Minh City National University).
In October 2017, he was appointed by the Prime Minister to the position of Deputy Director of Ho Chi Minh City National University.
In January 2021, he was appointed by the Prime Minister to hold the position of Director of Ho Chi Minh City National University.
