To overcome the flooding situation during heavy rains, in recent years, Hung Yen city (old) has invested tens of billions of VND to upgrade and renovate the drainage system; when upgrading roads, wards and communes have upgraded and renovated the drainage system synchronously. In addition, Hung Yen Urban Environment and Construction Joint Stock Company has established a "Quick Response Team" to promptly handle local flooding situations during heavy rains. However, the local flooding situation has not been resolved effectively.

Currently, it is the rainy season, to prevent and combat flooding in urban areas, sectors, functional units, and local authorities need to effectively manage the drainage system; step up propaganda to raise people's awareness of environmental sanitation, prevent littering, and indiscriminate accumulation of garbage and construction materials on sidewalks and roadsides, and strictly handle cases of encroachment on ponds and lakes, obstruction of drainage manholes, and dumping of garbage into manholes and sewers. It is even possible to apply strict sanctions for littering in violation of regulations. Urban areas need to develop a master plan for a scientific drainage system, in line with urban development and future climate change forecasts.
