Mr. Nguyen Van Minh, on Luong Dinh Cua Street, said: Every time there is heavy rain, the water cannot drain fast enough, the road in front of my house is flooded; once the water flooded into my house, after the rain stopped, I had to wait a few hours for the water to recede, greatly affected my daily life and travel.

Due to the impact of climate change, in recent years, many urban areas in the province have been flooded when there is heavy rain. Unusual heavy rains are increasing; the speed of urbanization is rapid, while the drainage system has not been invested in synchronously or has not been maintained and repaired in a timely manner. In addition, some people litter indiscriminately, and the collection of garbage at drainage outlets is not timely, leading to blockage of water flow and slow drainage.
To overcome the flooding situation during heavy rains, in recent years, Hung Yen city (old) has invested tens of billions of VND to upgrade and renovate the drainage system; when upgrading roads, wards and communes have upgraded and renovated the drainage system synchronously. In addition, Hung Yen Urban Environment and Construction Joint Stock Company has established a "Quick Response Team" to promptly handle local flooding situations during heavy rains. However, the local flooding situation has not been resolved effectively.
Cities need to retain ponds and lakes for drainage and air conditioning.
Lessons from storm No. 3 in September 2024 are still there and heavy rains since the beginning of the year have also warned of unusual weather risks. Currently, it is the rainy season, to prevent and combat flooding in urban areas, sectors, functional units, and local authorities need to effectively manage the drainage system; step up propaganda to raise people's awareness of environmental sanitation, prevent littering, and indiscriminate accumulation of garbage and construction materials on sidewalks and roadsides, and strictly handle cases of encroachment on ponds and lakes, obstruction of drainage manholes, and dumping of garbage into manholes and sewers. It is even possible to apply strict sanctions for littering in violation of regulations. Urban areas need to develop a master plan for a scientific drainage system, in line with urban development and future climate change forecasts.
