Flexible disbursement of preferential loans to help poor households eliminate temporary housing

The program to eliminate temporary and dilapidated houses is entering its final stage. For many poor and near-poor households in Phu Thong, Vinh Thong, Cam Giang communes..., accessing preferential loans under Decree No. 28/2022/ND-CP of the Government from the Vietnam Bank for Social Policies (VBSP) is an opportunity to realize the dream of settling down, stabilizing life, and gradually escaping poverty.

Additional transaction session of Bach Thong Social Policy Bank Transaction Office promptly disburses housing loans for poor households.

Realizing the importance of the policy, the Bach Thong Social Policy Bank Transaction Office has implemented many flexible solutions, especially opening more transaction sessions in 3 communes under its management, including Phu Thong, Vinh Thong, and Cam Giang, to ensure disbursement progress, helping poor households promptly build and repair houses.

Previously, on a fixed day every month, the staff of the Social Policy Bank would directly go to the commune transaction point to transact with customers. However, based on the actual demand for loans for housing construction of poor households, Bach Thong Social Policy Bank has proactively opened additional transaction sessions outside the fixed schedule. The transaction sessions are held right at the commune center or residential area, helping people to access capital more conveniently.

At the old My Thanh Commune Cultural House (now in Cam Giang Commune), in a recent supplementary transaction session, 14 households completed loan procedures to build and repair houses. The transaction atmosphere was urgent, serious, safe but also very close.

Mr. Luong Van Thu, in Ban Chang village, shared: With a preferential loan of 40 million VND from the Vietnam Bank for Social Policies, plus the support of the Temporary Housing Elimination Program and contributions from relatives, my family is building a solid house, expected to be completed this month.

Thanks to the timely loan, the family of Mrs. Ban Thi Duc, Ban Chang village, Cam Giang commune, has completed the house built under the Program to eliminate temporary and dilapidated houses in 2025.

According to Mr. Quan Thanh Tung, Director of the Bach Thong Social Policy Bank Transaction Office: Opening additional transaction sessions outside of the fixed schedule not only meets the needs of poor households in a timely manner, but also helps the locality complete the goal of eliminating temporary and dilapidated houses on schedule.

This is a flexible approach, clearly effective in the context of a rapid increase in the number of loan applications in a short period of time. As of mid-August 2025, the outstanding loan balance for poor households on housing at the Bach Thong Social Policy Bank reached nearly 1.9 billion VND. Dozens of poor households in the communes of Cam Giang, Phu Thong, and Vinh Thong have been building and repairing houses with this capital source.

Many households assert that without the bank's flexibility in opening additional trading sessions, they would have difficulty accessing capital at the right time.

The policy of lending to poor households to build houses according to Decree No. 28/2022/ND-CP of the Government shows the special attention of the Party and State for the poor. Through the policy credit channel, households not only have more conditions to stabilize their housing but also feel secure in developing their economy , gradually escaping poverty sustainably.
