The tournament is divided into two groups:
Group A: CAND Vietnam I, Laos, Thailand, Cambodia (Hang Day Stadium, Hanoi ).
Group B: CAND Vietnam II, Australia, Singapore, Timor Leste (PVF stadium, Hung Yen ).
Sharing about the goal of the tournament, coach Tong Anh Tuan of the Vietnam Police Team I said: "We are ready in the spirit of exchanging, learning and showing the beautiful image of Vietnam to international friends". Meanwhile, coach Apichart Puttaboon of the Thai team hopes to become the "reigning champion" if participating in the next tournament.
A representative of the Vietnam Police Team II shared: "Our tournament participants are mainly police officers and soldiers. In addition, some professional players also join the team."

The Australian representative said: "100% of the team's force is made up of police officers. We are participating in the tournament with completely amateur players. But as our compatriot coach Ange Postecoglu, former Tottenham captain, shared, we will compete with enthusiasm and dedication to the best of our ability."
The Singapore coach commented: "Our force is full-time police. The team comes with the spirit of exchange and learning."
The tournament is chaired by the Department of Political Work ( Ministry of Public Security ), in coordination with the Vietnam Sports Department, the Vietnam Football Federation (VFF) and two main sponsors, T&T Group and SHB Bank.
The matches took place at Hang Day Stadium (Hanoi) and PVF Training Center (Hung Yen), bringing together 8 teams from 7 countries, including 5 teams in the ASEAN region, 1 guest team outside the region and 2 host teams from Vietnam.
The teams compete in a round robin format, with the top two teams from each group advancing to the semi-finals, followed by the final to determine the champion.

The total prize value is more than 70,000 USD, in which the champion team receives 30,000 USD in addition to the gold cup. The runner-up team received silver medal and 15,000 USD, the two third-place teams received 10,000 USD each.
Regarding the force, Vietnam Police Team I has some notable young players from Hanoi Police Club such as Ha Van Phuong, Hoang Van Toan, Giap Tuan Duong. Vietnam Police Team II has Phi Minh Long, Nguyen Van Dung, Nguyen Huy Hung...
