Over 47 km of Ring Road 3 passing through Thu Duc City and Cu Chi, Hoc Mon and Binh Chanh districts will be opened to traffic by the end of December 2025. This is the content stated in the report on the implementation of the emulation to complete the Ho Chi Minh City Ring Road 3 Project, responding to the peak emulation campaign of 500 days and nights to complete 3,000 km of expressway launched by the Prime Minister .
According to the HCM City Traffic Construction Investment Project Management Board (Traffic Board - Investor of HCM City Ring Road 3 project), up to now, construction and compensation and site clearance packages have basically ensured the set progress.
The project has 14 construction packages, of which 10 main construction packages are under construction, with a volume of about 41%. In particular, 4 operation packages are completing technical design documents to submit to the Department of Construction for appraisal. As of June 2025, 7,848 billion VND has been disbursed.
Regarding the source of materials for the project, the Traffic Department is following up and working with localities including Tien Giang, Vinh Long, and Ben Tre provinces to carry out licensing procedures for sand mines serving the project. Currently, 13/13 mines have been licensed, and construction units are transporting sand to the construction site.
In addition, the Transport Department directed contractors to proactively mobilize additional domestic commercial sand sources and sand sources from Cambodia to ensure project progress.
Regarding compensation and site clearance, by May 18, 2025, about 410.1/410.4 hectares of land had been recovered and handed over to the project (reaching 99.9%). Regarding resettlement arrangements, Thu Duc City has handed over 287/291 cases, Hoc Mon, Cu Chi, and Binh Chanh districts have handed over 4/102 cases. The remaining cases have not yet handed over resettlement apartments because people have not paid or are carrying out procedures to buy on deferred payment or installment.
To continue ensuring project progress, a representative of the Traffic Department said that contractors were required to organize construction in 3 shifts and 4 teams to compensate for the slow progress and apply technical solutions to shorten construction time.
In addition, the Traffic Department suggested that the contractor apply many solutions to speed up the progress, especially the weak soil treatment work such as increasing the load, increasing the density of the wick to shorten the loading time; adjusting the wick loading method using a vacuum pump or CDM at locations with large weak soil treatment depth...
"It is expected that by December 31, 2015, the project will open to technical traffic 14.7km of the overpass in Thu Duc City and open to technical traffic 32.6km of the expressway in Hoc Mon, Cu Chi and Binh Chanh districts. We strive to open to traffic the entire component project 1, Ho Chi Minh City Ring Road 3 by June 30, 2025" - said a representative of the Traffic Department.
