Expected new tuition fee, highest for Medicine and Pharmacy is 35 million VND/year

In the new tuition fee framework of public universities, the expected ceiling for Medicine and Pharmacy is 35 million VND/year at the highest and 17 million VND/year at the lowest for Arts.

The above content is included in the draft Decree replacing Decree No. 81 and 97 of the Government on collection and management of tuition fees for schools in the nationaleducation system and policies on tuition exemption and reduction, support for learning costs; service prices in the field of education and training.

The new Decree will inherit the provisions of Decree No. 81/2021/ND-CP and update and supplement the provisions of the 2023 Law on Prices.

High school tuition remains the same

Accordingly, the Ministry of Education and Training proposed to keep the tuition fee framework (floor - ceiling) for the 2025-2026 school year equal to the tuition fee for the 2022-2023 school year as prescribed in Decree 81 (unit: thousand VND/student/month):

The maximum tuition fee ceiling for public preschool and general education institutions that self-finance regular expenses is twice the tuition fee ceiling for institutions that are not self-financed.

The maximum tuition fee ceiling for public preschool and general education institutions that cover their own regular expenses and investment expenses is 2.5 times the tuition fee ceiling for institutions that do not cover their own regular expenses.

Regarding the tuition fee roadmap, from the 2026-2027 school year to the 2035-2036 school year, the tuition fee ceiling will be adjusted at a rate appropriate to the local socio-economic conditions, the consumer price index growth rate, the annual economic growth rate and the people's ability to pay, but not exceeding 7.5%/year to reach the milestone of calculating full training costs in the 2035-2036 school year.

From the 2036-2037 school year onwards, the tuition fee ceiling will be adjusted in accordance with people's ability to pay and the socio-economic conditions of each locality, but must not exceed the consumer price index growth rate at the time of determining the tuition fee compared to the same period last year as announced by the competent state agency.

Increase college tuition

The Ministry of Education and Training also proposed the tuition fee ceiling for public higher education institutions that are not self-sufficient in regular expenditure from the 2025-2026 and 2026-2027 school years as follows:

From the 2027-2028 school year onwards, the tuition fee ceiling will be adjusted in accordance with people's ability to pay and socio-economic conditions, but must not exceed the consumer price index growth rate at the time of determining the tuition fee compared to the same period last year as announced by the competent state agency.

Public universities that are self-funded have tuition fees that are twice the tuition ceiling of institutions that are not self-funded.

Public higher education institutions that self-finance regular and investment expenses have tuition fees equal to 2.5 times the tuition fee ceiling of institutions that are not self-financed.

With training programs that meet quality accreditation standards set by the Ministry of Education and Training or foreign standards, educational institutions are free to decide on tuition fees; this is done publicly with learners and society.

Pursuant to the National Assembly's Resolution on tuition exemption and support for preschool children and primary school students, the Draft Decree expands the beneficiaries from the 2025-2026 school year.

Specifically, preschool children under 5 years old at public educational institutions are exempted from tuition fees. Preschool children under 5 years old at private educational institutions are supported by the State with tuition fees at the level decided by the Provincial People's Council according to the Government's tuition fee framework prescribed in this Decree.

Private primary school students (except students in areas without enough public schools that have received tuition support under the Law on Education) are supported by the State with tuition fees at the level decided by the Provincial People's Council according to the Government's tuition fee framework prescribed in this Decree.

Public high school students are exempted from tuition fees; private educational institution students are supported by the State with tuition fees at the level decided by the Provincial People's Council according to the Government's tuition fee framework prescribed in this Decree.

The draft continues to stipulate tuition exemption for students studying specialized majors that meet the requirements of socio-economic development, national defense and security as prescribed by the Law on Higher Education.
