Synchronizing many solutions to achieve growth target of over 8%

However, achieving the growth target of over 8% this year is a big challenge, requiring all levels and sectors to implement many synchronous solutions. Hanoi Moi Newspaper reporter had an interview with Director of the General Statistics Office ( Ministry of Finance ) Nguyen Thi Huong about the above issue.

- How do you evaluate our country's economic situation in the first 6 months of 2025?

- According to assessment data, GDP in the second quarter of 2025 grew positively, with an estimated growth rate of 7.96% over the same period last year, only lower than the growth rate of 8.56% in the second quarter of 2022 in the period 2020-2025. GDP in the first 6 months of 2025 increased by 7.52% over the same period last year, the highest level of the first 6 months in the period 2011-2025.

In the total added value growth of the entire economy, the agriculture, forestry and fishery sector increased by 3.84%, contributing 5.59%; the industry and construction sector increased by 8.33%, contributing 42.2%; the service sector increased by 8.14%, contributing 52.21%.

- What are the main drivers of the above positive results, madam?

- In addition to the agricultural sector, which maintained a growth rate of more than 3.8% in the first 6 months of the year, the processing and manufacturing sector was an important driving force to maintain the growth rate of the second quarter of 2025 at nearly 8%, from which the growth rate of 6 months reached more than 7.5%. The processing and manufacturing industry has recently made every effort to produce and fully supply domestic products, especially maintaining the export level. Thanks to that, the export of goods achieved impressive results with an increase of more than 14%. The processing and manufacturing industry is the growth driver of the entire economy with a growth rate of 10.11%, contributing 2.55 percentage points.

Next, the Construction industry demonstrated efforts in disbursing public investment capital, increasing by 9.62%, the highest increase compared to the same period in the 2011-2025 period.

The service sector, foreign trade, transportation, and tourism activities increased sharply; of which accommodation and catering services increased by 10.46%, and transportation and warehousing increased by 9.82%. Some public service sectors also had quite high growth rates to carry out many breakthrough tasks serving the revolution in streamlining the organizational apparatus and building a two-level local government in the country.

It can be said that the main driving force for economic growth, in terms of production, is from industry and market service sector. In terms of demand, investment has an impressive increase with the overall investment growth of the whole society being 9.8%, foreign investment registration is also a remarkable figure, increasing by over 32% compared to the same period last year, with a scale of over 21.5 billion USD.

Contributing to the economic growth in the past 6 months was the number of international visitors to Vietnam reaching nearly 10.7 million, up 20.7% over the same period last year. Total import and export turnover increased by more than 16%, demonstrating our connection in the context of many world instabilities...

- The issue of counterpart tax will be a big challenge for economic growth in the last 6 months of the year. Do you think so?

- In the last 6 months of the year, our country's socio-economy continues to face many difficulties and challenges, especially since Vietnam's economy is highly open and is therefore significantly affected by unpredictable economic, political, epidemic and natural disasters.

Reciprocal taxes are both an advantage and a disadvantage. This is also an opportunity for us to improve the quality of goods, meeting the needs of not only the United States but also countries with corresponding technical barriers, thereby improving the quality of domestically produced goods, participating in the global value chain and diversifying the market.

We must also restructure the economy in the direction of “cleaning up” and making input materials transparent and increasing the application of science, technology and engineering to meet domestic development and export requirements. This is also an opportunity to improve the quality of human resources to keep up with the demands and requirements of the world.

- According to you, to achieve the economic growth target of 8% or more this year, what solutions need to be implemented?

- The economic growth target of over 8% in 2025 is a big challenge. To achieve it, it requires the joint efforts and consensus of all levels, sectors, businesses, people and the support and assistance of international friends. Sectors and levels need to increase updating and forecasting of the situation, proactively and flexibly manage, promptly respond to emerging situations, and firmly pursue the goal of promoting growth associated with macroeconomic stability, controlling inflation, ensuring social security and people's lives. Along with that, I think it is necessary to implement 5 groups of solutions.

First, persistently maintain macroeconomic stability; ensure major balances of the economy; enhance the autonomy, adaptability and competitiveness of the economy. Closely monitor price developments of strategic goods in the world market, international and regional situations; proactively analyze, forecast and promptly warn of risks affecting domestic price levels. Ensure appropriate supply and prices for essential goods serving people's lives.

Second, diversify export markets, promote harmonious and sustainable trade relations; strengthen trade promotion, expand and diversify supply chains, production chains and export markets associated with improving product quality; participate more deeply and widely in regional and global supply chains. Effectively exploit opportunities from 17 signed free trade agreements (FTAs); boost exports to major and key markets.

Third, have stronger, more drastic and timely solutions to continue to accelerate the disbursement of public investment capital in the following months of 2025, especially important projects, key works and national target programs; accelerate the progress of strategic transport projects, airports, seaports, highways, inter-regional and inter-provincial projects. Have preferential and competitive policies, create favorable business conditions to attract large projects, high-tech projects..., attract strategic investors, multinational corporations to invest, set up headquarters and establish research and development centers in Vietnam.

Fourth, promote industrial restructuring towards modernization, improve productivity and quality of products of advantageous industries; develop emerging industrial sectors such as chips, semiconductors, artificial intelligence (AI); develop strongly processing, manufacturing and supporting industries, ensuring energy security.

Fifth, effectively and promptly implement social security policies; provide emergency relief, ensure that people facing risks and natural disasters receive timely support, overcome difficulties, and stabilize their lives; strengthen the connection between labor supply and demand, support businesses in developing human resources to meet the requirements of production and business activities, especially in new industries and sectors.
