Accordingly, Dien Bien province sets a target that by 2026: 100% of cadres, civil servants, public employees and workers in the public sector will have an understanding of digital transformation, digital knowledge and skills and be able to use digital platforms and services for work. 100% of primary school students will be equipped with digital knowledge and skills to serve their studies, research and creativity, recognize risks and have skills to ensure safety in the digital environment.
Along with that, 100% of adults who are literate have basic knowledge of digital transformation, have digital skills, and are good at using smart devices to exploit information, use essential digital platforms and services, and participate in interactions and safety in the digital environment.
Strive to have over 330 thousand people of adult age confirmed to have universal knowledge of digital transformation and digital skills on the VNeID platform. 100% of employees in enterprises, cooperatives, and cooperative unions have knowledge of digital technology, have digital skills, and make good use of smart devices to serve production, business, and improve labor productivity...
In order for the movement to achieve practical results, the People's Committee of Dien Bien province requires synchronous, flexible and creative implementation of solutions such as: increasing the application of online learning platforms, organizing training in stratification according to each target group, promoting the effectiveness of models such as "Digital Ambassador", "Digital Family", "Digital Market, Digital Rural Area" and especially the role of the Community Digital Technology Team - the core force implementing the motto "going to every alley, knocking on every door, guiding every person"...
Dien Bien Provincial People's Committee also called for the synchronous, responsible and drastic participation of the entire political system, departments, branches, socio-political organizations, business community and people.
The "Digital Literacy for All" movement must be comprehensively and widely deployed to every village, hamlet, and residential group, creating a widespread movement to arouse the emulation movement to learn digital knowledge, turning learning into a personal and regular need of every citizen.
Professional social organizations, agencies, organizations, businesses, educational institutions and technology units need to strongly apply digital technology, artificial intelligence and online learning platforms to ensure flexible approaches, suitable for all subjects, especially vulnerable groups, people in remote areas and ethnic minority areas, thereby forming digital habits and culture in the community.
In addition, it is necessary to regularly check, monitor and evaluate the implementation process to ensure practical effectiveness. Ensure data security and information security, especially for systems and platforms serving the "Digital Education for All" Movement.
The results of the "Digital Literacy for All" Movement in Dien Bien province are measured through fundamental changes in people's digital capacity, promoting digital government, digital economy, digital society, towards the common goal of contributing to making Vietnam soon become a digital nation.
Dien Bien Provincial People's Committee expects that the implementation of the "Digital Education for All" movement will create a real change in people's digital capacity, increase labor productivity, improve the quality of life and contribute to the successful construction of digital government - digital society - digital economy in Dien Bien province.
