The ceremony announced resolutions and decisions including: Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Dien Bien province in 2025; Decision of the District Party Committee Executive Committee on ending the activities of the old commune and ward-level Party Committees. Decision of the Provincial Party Committee Executive Committee on ending the activities of 10 district-level Party Committees; Decision of the Provincial Party Committee Executive Committee on establishing 45 commune and ward Party Committees under the Provincial Party Committee.

Speaking at the ceremony, Deputy Prime Minister Bui Thanh Son warmly praised the results that the Party Committee, government and people of all ethnic groups in Dien Bien province have achieved in socio -economic development and ensuring national defense and security in recent times. In particular, thoroughly implementing the policies and directions of the Central Government, Dien Bien province has overcome difficulties, focused on implementing the organization and apparatus arrangement, building a 2-level local government model and has so far successfully completed the assigned tasks, contributing to the overall success of the whole country.
In order for Dien Bien province to promote its potential advantages, including the smooth operation of the two-level local government system, the Deputy Prime Minister requested the authorities and people of all ethnic groups in the province to resolutely implement the tasks and solutions set out. Continue to thoroughly grasp and actively implement the important major policies and orientations of the Central Government; resolutely take the initiative and be creative in leadership, direction and administration to remove difficulties and obstacles, effectively mobilize all resources to successfully implement socio-economic development goals.
