Proposal from 2025 to add a thematic report on administrative procedure reform

On May 30, the National Assembly discussed the proposed National Assembly Supervision Program for 2025. Deputy Nguyen Thi Ngoc Xuan ( Binh Duong Delegation) proposed that from 2025 onwards, the National Assembly should supplement the Government's thematic report on administrative procedure reform so that the National Assembly can study, discuss and supervise this issue with better quality, especially in areas that need to be reformed to meet urgent practical requirements.

According to Ms. Xuan, over the past years, administrative procedure reform has been identified by our Party and State as a key and breakthrough step in administrative reform. Resolution No. 27-NQ/TW of 2022 of the Party Central Committee on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period has identified a major focus. That is, continuing to promote administrative reform, enhancing decentralization, clarifying the functions, tasks and powers of organizations and individuals in the state apparatus along with improving enforcement capacity; building a streamlined state apparatus that operates effectively and efficiently.

Ms. Xuan cited that in the National Assembly 's discussion sessions since the beginning of the term, many delegates have been interested in making recommendations related to administrative procedure reform. Although since 2021, the Government has continuously directed central ministries and branches to cut 2,866 business decisions, decentralize 206 administrative procedures, simplify 763 administrative procedures, and review and cut unnecessary procedures to serve people and businesses. However, according to the Government's assessment report and voters' recommendations, there are still many cumbersome and complicated administrative procedures.

At the same time, Resolution No. 76/2021 of the Government promulgating the Comprehensive Program for State Administrative Reform for the 2021-2030 period sets out many important goals to be achieved in 2025 and 2030 regarding administrative procedure reform. Therefore, in 2025, it is recommended that a report on this content be submitted to the National Assembly.

Ms. Xuan raised the question: Is it true that the institutions and administrative procedures are still backward and cumbersome, not keeping up with reality, wasting time and increasing compliance costs, constraining the dynamism, creativity, flexibility, adaptability, and efficiency of state administration, creating obstacles to the country's development?

Ms. Xuan said that time is a valuable resource for development. Therefore, reality requires our country to have a comprehensive and thorough reform of administrative procedures in all areas, especially investment, construction, public procurement and internal administrative procedures between state agencies, decentralization, delegation of power, and increased initiative for local authorities.
