According to statistics from the Department of Roads, there are currently 29 expressway sections nationwide that are represented by the State as the owner and directly managed and exploited under the management of the Ministry of Construction . Of these, 5 expressways have had their Road Infrastructure Asset Exploitation Project approved by the Ministry and are expected to start collecting tolls from January 2026.
For 13 expressways invested by the State with completion schedule in 2025 including: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo, Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, Chi Thanh - Van Phong, Van Phong - Nha Trang, Can Tho - Hau Giang, Hau Giang - Ca Mau , the Department of Roads proposed to implement toll collection on these expressways based on the construction progress of rest stops and intelligent traffic systems.

The Department of Roads also proposed two toll levels for the above expressways, including: Level 1 (1,300 VND/standard vehicle/km) applies to expressways that fully meet the regulations on conditions for toll collection (expressways with 4 lanes, with continuous emergency lanes); Level 2 (900 VND/standard vehicle/km) applies to expressway projects that have been decided on investment policies before the effective date of the Road Law, but when put into operation, do not fully meet the requirements specified in the Road Law (expressways with 4 lanes, with intermittent emergency lanes).
It is expected that when implementing toll collection on the 13 expressways mentioned above, after deducting the collection costs, each year the budget will pay nearly 2,500 billion VND. The expressway projects on the North-South expressway will collect tolls for 7 years. During the process of evaluating the implementation of the policy or after the end of a cycle of equipment exploitation, the Department of Roads will study and propose other exploitation methods (if appropriate).
