On the afternoon of July 11, a working delegation of the Vinh Long Provincial Party Committee led by comrade Le Van Han - Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Vinh Long province had a working session with the Cang Long Commune Party Committee to inspect the progress of preparations for the Party Congress, the operation of the two-level local government and the activities of the commune's Public Administration Service Center.

Attending the meeting were comrades: Nguyen Van Hieu - Member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee; Le Thanh Binh - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial Vietnam Fatherland Front Committee; Chau Van Hoa - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Doan Hong Hanh - Member of the Provincial Party Committee, Director of the Department of Science and Technology; leaders of the Department of Home Affairs and the Department of Finance.

Receiving and working with the delegation were comrade Tran Thi Bich Phuong - Provincial Party Committee member, Party Secretary of Cang Long commune; comrades in the Executive Committee of Cang Long commune Party Committee; relevant departments and units.

At the meeting, comrade Tran Thi Bich Phuong reported to the working delegation on the progress of preparations for the Party Congress, the operation of the two-level local government and the activities of the Commune Public Administration Service Center.

Regarding the preparation for the congress, the Standing Committee of the Cang Long Commune Party Committee chaired a meeting of the Executive Committee of the Cang Long Town Party Committee, Nhi Long Phu Commune and My Cam Commune (old) to contribute documents ( political reports, review reports of the Executive Committee), then complete and supplement them and transfer them to the new commune to receive. The Congress Steering Committee, Document Sub-Committee, Congress Service Sub-Committee, and Editorial Team were established to complete and supplement the documents and pass them to the new Party Executive Committee, which is completing and supplementing them; at the same time, preparing related contents to conduct the congress. The commune has deployed to collect opinions on the documents of the Central Congress to the hamlet and quarter Party cells and collect opinions at the congresses of the Party cells and Party Committees received from the Cang Long District Party Committee; at the same time, it will continue to deploy to collect opinions according to the plan in the coming time.

Regarding personnel work, the Provincial Party Standing Committee appointed the Executive Committee, the Standing Committee, and the Inspection Committee in Decision No. 6216-QD/TU, 6217-QD/TU dated June 26, 2025, thereby the Executive Committee has 33 comrades, the Standing Committee has 11 comrades, and the Inspection Committee has 5 comrades.

Regarding the operation of the two-level government, the Party Committee promptly organized the implementation of new documents of the Central Government and the Provincial Party Committee on the implementation of the two-level local government; organized and arranged the apparatus to operate stably, ensuring compliance with regulations and instructions of the higher-level Party Committee.

The meeting of the Party Executive Committee of the commune approved the Working Regulations of the Party Executive Committee of the commune, term I, 2025 - 2030, and issued the organization of implementation, developed regulations on the functions and tasks of specialized agencies advising and assisting the Party Committee of the commune. Decided to assign the Standing Committee, members of the Party Executive Committee; appointed leadership and management positions of agencies advising and assisting the Party Committee of the commune.

The Party Committee and the Standing Committee of the Commune Party Committee issue decisions to establish specialized agencies to assist the Party Committee; the Vietnam Fatherland Front Committee of the Commune; the Commune Political Center; decide to establish Party cells, grassroots Party committees, and decide to appoint the Executive Committee, Secretary, and Deputy Secretary of grassroots Party cells under the Commune Party Committee. Receive Party member files from communes; hand over files on transferring Party activities after the dissolution of district departments and branches to the Party Committees of communes after the merger.

The People's Council of the commune held its first session for the 2021-2026 term to pass resolutions on personnel under the authority of the People's Council of the commune, including: Chairman, Vice Chairman, Head of People's Council Committees; Chairman, Vice Chairmen of the People's Committee, members of the People's Committee; Issue regulations on the operation of the Standing Committee of the People's Council, People's Council Committees; assign tasks to the Standing Committee of the People's Council.

The People's Committee of the commune concretizes the resolutions of the first session of the People's Council of the commune for the 2021-2026 term; decides to appoint leaders of specialized departments and the Public Administration Service Center. Issues the operating regulations of the People's Committee for the 2021-2026 term; reviews and approves the functions and tasks of specialized departments and the Public Administration Service Center. Develops a socio-economic development plan for the last 6 months of 2025.

The Vietnam Fatherland Front Committee of the commune issues operating regulations and assigns tasks to leaders of socio-political organizations and cadres, civil servants, and part-time activists.

The Commune Public Administration Service Center is staffed with 1 Vice Chairman of the Commune People's Committee and Director, 6 civil servants and 3 part-time workers. The Social Insurance Department assigns 2 officials to receive and return results in the field of social insurance. In addition, there is an area for staff from the Post Office, Viettel, and the Commune Youth Union to guide and support people in submitting documents and providing services.

The center is arranged with a room to receive and return results of administrative procedures, and is equipped with equipment to ensure that it meets the requirements of the task. From July 1, 2025 to present, the center has received 423 records (129 online records), and has so far processed 100% of the records.

After listening to the report and opinions exchanged at the meeting, comrade Le Van Han acknowledged and highly appreciated the proactive spirit and determination of the Party Committee, government, Fatherland Front system, and socio-political organizations of Cang Long commune in preparing for Party congresses at all levels.

Comrade Le Van Han suggested that the Party Committee of Cang Long commune continue to closely follow the direction of the Provincial Party Committee, promote democracy and solidarity, and prepare well the contents to successfully organize the next term Party Congress of the commune, ensuring compliance with regulations, substance and effectiveness.

Regarding the operation of the two-level local government, comrade Le Van Han emphasized that this is a very important task, directly related to the effectiveness and efficiency of state management and serving the people. He requested Cang Long commune to continue reviewing the apparatus and working regulations, clearly assigning people and tasks, ensuring smooth communication from the commune to the province, creating maximum convenience for people and businesses.
