Tax Department calls for joint efforts to remove difficulties for business households

The Tax Department hopes to continue to receive close support from organizations in supporting and promptly removing difficulties and obstacles for business households.

On June 6, the Tax Department ( Ministry of Finance ) sent an official dispatch to organizations providing electronic invoice solutions to coordinate with tax authorities to deploy electronic invoices generated from cash registers for business households.

The official dispatch of the Tax Department clearly stated that in the past time, organizations providing electronic invoice solutions have actively and closely coordinated with tax authorities to deploy the application of electronic invoices nationwide for enterprises, organizations and business households according to the provisions of Decree No. 123/2020/ND-CP dated October 19, 2020 from July 1, 2022. These are important driving forces contributing to the reform of administrative procedures, modernization of tax management and promotion of digital transformation in the tax sector.

Pursuant to the provisions of Clause 1, Article 11 of Decree No. 70/2025/ND-CP dated March 20, 2025 of the Government on amending and supplementing a number of articles on regulations on invoices and documents in Decree No. 123/2020/ND-CP, the Tax Department requests that organizations (including organizations providing electronic invoice solutions and organizations providing services for receiving, transmitting and storing electronic invoice data) continue to closely coordinate with tax authorities at all levels in implementing the application of electronic invoices with tax authority codes generated from cash registers, especially for business households operating in the field of retailing goods and services directly to consumers.

Specifically, the Tax Department recommends that organizations providing electronic invoice solutions proactively disclose information about the solutions and implementation services, information about electronic invoice service packages initiated from cash registers for business households. Research and develop solutions and accounting software and invoice services that are convenient, accessible, and easy to use for each customer (taxpayer) at a reasonable price; continue to expand a number of incentive programs and free support for small and medium-sized businesses.

Support for electronic invoices generated from cash registers

At the same time, coordinate with tax authorities in disseminating the benefits, registration process and use of electronic invoices generated from cash registers. Arrange and assign personnel to guide customers online or directly at their business addresses so that business households understand and proficiently use electronic invoices generated from cash registers, focusing on the peak period in June 2025 and July 2025.

The Tax Department recommends that organizations providing electronic invoice solutions increase information sharing, technical coordination with relevant parties, and ensure the ability to integrate synchronously between software systems and data management systems of the Tax authority.

Establish a fast-response, specialized technical support channel capable of promptly receiving and handling technical problems arising during the use of e-invoice solutions by business households.

To enhance transparency, ensure fairness and improve compliance with tax laws, the Tax Department recommends that organizations coordinate and support taxpayers to comply with regulations when installing, configuring and instructing the use of software and applications to avoid falsifying revenue information and acts that are not in accordance with tax laws.

The Tax Department further recommends that, during the implementation process, if organizations encounter difficulties or problems, they should contact the organization providing the receipt, transmission, and storage of electronic invoice data that the organization is connecting to or report to the Tax Department for timely support. The Tax Department hopes to continue to receive close coordination and support from organizations in supporting and promptly removing difficulties and obstacles for business households in the process of implementing electronic invoices generated from cash registers, contributing to improving the quality of service for taxpayers, promoting the goal of reforming administrative procedures, and building a modern and transparent digital financial system under the direction of the Government and the Ministry of Finance.
