For more than 10 years, quietly working to collect social insurance (SI) and health insurance (HI) in Nhon Khanh commune (An Nhon town, Binh Dinh province), Ms. Bui Thi Hoa - Head of the Women's Association of Khanh Hoa village, and also an employee of the Commune Cultural Post Office , has become a lasting "bridge" between the State's social security policies and the people of her hometown.

Her perseverance and dedication have contributed to bringing social insurance and health insurance policies closer to each family and each person in the simple village.

For many years now, every month, Ms. Hoa has regularly mobilized about 10 people to participate in voluntary social insurance and more than 100 people to participate in family health insurance. After more than a decade of perseverance, she has successfully mobilized thousands of people to participate in social insurance and health insurance policies, especially among local women. Currently, most of the women's association members in Khanh Hoa village have participated in voluntary social insurance.

During office hours, Ms. Hoa is a post office employee, receiving people and handling professional work. Late in the afternoon or on weekends, this petite woman takes the opportunity to visit each house, meet each person to talk, mobilize, and explain the benefits of participating in voluntary social insurance and family health insurance. Regardless of the weather, she brings books and documents to advise people, and is even willing to advance money to those who have not yet had time to manage.

“Some people agreed to participate immediately after receiving advice, but were hesitant because they did not have money. At that time, I was willing to lend them money, as long as it helped them maintain continuous insurance payments. Then when they had money, they voluntarily brought it to pay," Ms. Hoa shared. It was her sincerity and enthusiasm that helped her build deep trust in the community. There were people who only needed to hear her speak once to decide to participate in voluntary social insurance, because they believed in her personality and the correctness of the policy through the way she communicated.

One of the cases that impressed Ms. Hoa was Ms. Pham Thi Tuyet Nhung (born in 1976). After being consulted about the voluntary social insurance policy, Ms. Nhung agreed to participate immediately, but at that time she did not have enough money to pay. Without hesitation, Ms. Hoa lent Ms. Nhung money to complete the procedure. A week later, Ms. Nhung brought the money back to deposit, and on the next month's payment date, thanks to the next conversation at home, Ms. Nhung's husband, who was previously hesitant, also agreed to participate in voluntary social insurance.

About 5-6 years ago, as the Head of the Village Women's Association, Ms. Hoa proactively integrated propaganda and mobilized members to participate in voluntary social insurance into the activities. With her closeness, perseverance and understanding of women's psychology, she helped them better understand the practical value of participating in voluntary social insurance, not only for themselves but also as a long-term preparation for their families. Up to now, most of the members she has mobilized still regularly maintain voluntary social insurance payments, considering it part of the plan to stabilize their lives when they retire.

During the peak month of social insurance for all people in 2025, Ms. Hoa is even busier with her career of "building a bridge for social security". These days, people in the village are familiar with the image of a female cadre and post office employee working hard on an old motorbike, both as a policy propagandist and a "sower of trust".

Not needing a title, not expecting to be recognized, Ms. Hoa simply shared: “I do it because I see it as necessary. Being understood, trusted and proactively participating by the people is enough to make me happy. With social insurance and health insurance, they feel much more secure. I only need to explain it thoroughly once, many people understand and then they proactively participate, without having to go back and forth many times.”

In addition to her professional work and association activities, Ms. Hoa is also a spiritual support for many villagers. Many times, she has helped people fill out forms, look up social insurance codes, guide them to install the VssID application, or simply chat, listen to their concerns, and then skillfully integrate propaganda content, helping people understand correctly and fully about their rights and obligations when participating in social insurance and health insurance.

With her dedication, perseverance and quiet adherence to each household, Ms. Hoa has made an important contribution to bringing social insurance and health insurance policies closer to the people. Not only is she a good collector, she is also a persistent "sower", sowing faith in social security policies from very ordinary things. Thanks to people like her, social security policies are increasingly spreading more widely and sustainably at the grassroots level.

Amidst the worries of life, grassroots cadres like Ms. Bui Thi Hoa have been quietly lighting the fire of faith, so that every rural person has more confidence in the path of social security. Her footsteps are imprinted on the country roads, familiar roofs, where social insurance and health insurance policies are not just dry regulations, but are a guarantee for a safe and sustainable life in the present and the future.
