Ministry of Construction works with Dak Lak Provincial People's Committee on transport projects

At the meeting, the investor's representative reported on the implementation status of Component Projects 2 and 3 of the Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1. Specifically, Component Project 3, as of early June 2025, the total value of construction and installation volume is about 2,188.6/4,216 billion VND (reaching nearly 52% of the contract value, behind schedule compared to the plan by nearly 609 billion VND, equivalent to 14.44%).

Currently, the project is still stuck with the land clearance work (GPMB) at some locations to adjust the scope of GPMB stake placement according to the detailed design. Up to now, we are waiting for the locality to implement the work of land recovery notification, extract, and inventory to implement the next steps.

Investor representative reports on the implementation status of Component Project 3.

The total construction value of component project 2 is about 3,292 billion/8,360 billion VND (about 39.38%). Site clearance work is still stuck for the additional area passing through M'Drak, Ea Kar and Krong Bong districts, with a total area of nearly 20 hectares. The investor is coordinating with specialized agencies and local authorities to deploy and complete procedures for approving additional planning, land use plans, and converting forest use purposes according to regulations.

At the meeting, representatives of investors of component projects requested the People's Committees of districts where the projects are located to promptly resolve problems related to site clearance to hand over clean land to the construction unit. Requested the People's Committee of Dak Lak province to consider the plan to grant sand mining licenses to qualified enterprises, ensuring a stable supply of materials to meet the demand for materials for the project.

Representatives of the Department of Construction reported on the work of receiving and handing over national highways in the province.

For the Ho Chi Minh Road Construction Investment Project, the eastern bypass of Buon Ma Thuot City, the construction volume has reached 83.5%. According to the project investor, currently the handover of the construction site on the entire main route only has 113m left in Cu M'gar district and some sluice gates and water channels.

To ensure the project's completion before June 30, 2025, the investor proposed that the Provincial People's Committee direct the People's Committee of Cu M'gar district to promptly resolve difficulties and problems, approve the compensation and support plan when the State reclaims land to have a basis for paying money to people, and handing over the construction site for 113m of the main route and the scope of 2 spillways.

Regarding the work of receiving and handing over national highways in the province, based on the directive documents of the Ministry of Construction, the Vietnam Road Administration and the Dak Lak Provincial People's Committee, the Department of Construction has coordinated with relevant units to complete the handover of 5 national highways, with a length of more than 468 km (including National Highways: 26, 19C, 14C, 27 and National Highway 29) according to Decision No. 1597/QD-BTC, dated April 29, 2025 of the Ministry of Finance.

Deputy Minister of Construction Le Anh Tuan delivered a concluding speech at the meeting.

Speaking at the meeting, Deputy Minister of Construction Le Anh Tuan requested Dak Lak province to continue to coordinate with relevant ministries and branches to remove obstacles in site clearance work at the remaining locations, speed up the construction of component projects 2, 3 and the Eastern bypass of Buon Ma Thuot City, and put it into operation soon. Regarding the Eastern bypass of Buon Ma Thuot City, which has not been completed, the Ministry requested the province to pay attention to instructing units to guide traffic and install safety signs according to regulations, ensuring safety of the project during construction.

Regarding the province's proposal to connect the CT.02 intersection (the last section of the Khanh Hoa - Buon Ma Thuot Expressway Project) with the Ho Chi Minh Road Project, the eastern bypass of Buon Ma Thuot City, the Ministry strongly supports this local proposal. Based on the province's proposal, the Ministry will advise the Government to consider and agree in principle.

Regarding the maintenance of national highways managed by the province, the Deputy Minister requested the province to submit a document to superiors to promptly allocate funds to serve the travel needs and socio-economic development of the locality.

Dak Lak Province committed to directing and urging investors and contractors to focus on human resources, materials, overtime, and extra shifts to speed up the project's construction progress, ensuring the set plan.
