After Ho Chi Minh City and Da Lat, it's the turn of the tourist electric cars in Da Nang to call for help.

After nearly 4 months of suspension, the Da Nang electric car tourism business fell into exhaustion, more than 200 workers had their jobs affected, and drivers had to work for Grab.

In early June, a series of businesses sent petitions for help, calling for solutions to problems for workers and 4-wheel electric vehicle transport businesses in Da Nang City.

Accordingly, four enterprises including Phu Phong Construction and Trading Company Limited, Thinh Hung Tourism Trading Company Limited, Viet Finger Company Limited and Trung Song Han Company Limited sent a petition to the Chairman of the Da Nang People's Committee, reflecting the difficulties encountered when the tourist electric car had to temporarily stop operating from February 15.

From an electric car driver, Mr. Pham Quang Huy had to become a Grab food delivery driver, life is very precarious.

Nearly 200 workers lost their jobs

Specifically, Decree 165/2024/ND-CP, effective from February 15, 2025, stipulates that four-wheeled motorized passenger vehicles (electric tourist vehicles) are only allowed to travel on roads with a maximum speed sign of 30 km/h. While in Da Nang, there are very few roads with this sign installed, four-wheeled electric vehicles must "stop".

"In Ho Chi Minh City, electric vehicles are still allowed to operate temporarily until June 30, 2025, but Da Nang has not made any move. As a result, 4-wheel electric vehicles have stopped operating for nearly 4 months, causing great economic losses and directly affecting the lives and jobs of nearly 200 workers," said representatives of the companies.

Mr. Pham Quang Huy (residing in Hoa Phat Ward, Cam Le District, Da Nang City) said that he has been an electric car driver for many years. Seeing that his colleagues in Ho Chi Minh City or Hoi An (Quang Nam) are still being given favorable conditions to operate, he really hopes to return to practice his profession.

25 electric cars of Thinh Hung Company have stopped operating and been parked for nearly 4 months.

Similarly, Phu Phong Company invested in 5 new electric cars with a total capital of nearly 2 billion VND but has not been able to operate them for almost a day.

"In the past, my salary was stable at 10 to 15 million VND per month. However, since I quit my job, I have had to drive Grab Bike to earn extra income, but life is very difficult," the driver shared.

Similarly, nearly 200 employees, including drivers, bus assistants and managers of the four companies, have now been laid off. "Many people cannot find new jobs because they are still waiting for their old jobs. Most of the workers have sent their children to their grandparents and have to do seasonal work. Their income is unstable and cannot make up for their old salaries," said the manager of Thinh Hung Company.

Just counting the damage to the batteries, each business with 30 electric vehicles lost nearly 1.8 billion VND.

Meanwhile, a representative of Phu Phong Company said that during the downtime, the company suffered heavy losses in equipment. For example, each electric vehicle requires 12 batteries. Due to the long downtime, all of these batteries were damaged.

"With a price of about 5 million VND/battery, equivalent to 60 million VND/vehicle, a business with 30 vehicles is estimated to have suffered at least 1.8 billion VND in damage just for the cost of replacing the battery. Adding maintenance fees, parking lots, and bank loan interest, the business will go bankrupt if this situation continues," the company representative called for help.

Hope to be facilitated

Notably, the time the tram stopped operating also fell during the peak period of Da Nang's tourist season, with the 2025 DIFF International Fireworks Festival and the "Enjoy Da Nang 2025" event series. The service interruption caused many hotels and restaurants to lose their partners providing sightseeing vehicles, reducing the attractiveness of the "green, friendly" tourism product that the city is trying to build.

4-wheel electric vehicles are popular with tourists in Da Nang

Businesses hope the city will soon install 30km/h speed limit signs so that tourist electric vehicles can operate again soon.

Therefore, in a petition sent to the People's Committee of Da Nang City, 4 businesses hope the city will soon install 30 km/h speed limit signs on inner-city roads, so that 4-wheeled electric vehicles can circulate again according to regulations.

"In the immediate future, businesses hope to be considered for temporary pilot operations on some streets with suitable traffic density, similar to the model being implemented in Ho Chi Minh City," said representatives of the companies.

Then, on May 5, 2025, the Office of the People's Committee of Da Nang City issued Transfer Form No. 1806/PC-VP, transferring the issue to the Department of Construction for consideration, consulting on resolving the enterprise's petition, and reporting to the City People's Committee for consideration and decision.

Informing the press, the leader of the Da Nang Department of Construction said that businesses need to proactively survey and plan suitable routes to propose. The Department will consider the possibility of putting up signs allowing electric vehicles to operate if current regulations can be applied.
