Continue to build a clean, strong and comprehensive State Audit Party Committee

(PLVN) - This is the task clearly stated by National Assembly Chairman Tran Thanh Man in his speech at the 8th Congress of State Audit Party Committee for the 2025-2030 term held on June 7.

The State Audit Party Committee is one of two units selected by the National Assembly Party Committee to organize a model Congress.

Mr. Ngo Van Tuan continues to hold the position of Secretary of the State Audit Party Committee.

Speaking at the opening of the Congress, Secretary of the Party Committee and State Auditor General Ngo Van Tuan stated that the 8th Congress of the State Audit Party Committee for the 2025-2030 term is a political event of special significance, marking a new step of development of the State Audit Party Committee in Party building work and implementation of assigned political tasks in the coming period.

“The successful organization of congresses at all levels in the State Audit Party Committee and the preparation work for the 8th State Audit Party Congress in the past time has truly become a widespread political activity in the entire Party Committee - the result of joint efforts, unanimity, and the crystallization of the intelligence of Party committees at all levels and all cadres and Party members in the Party Committee,” emphasized State Auditor General Ngo Van Tuan.

In the past 5 years of the term, the general context has been full of difficulties, challenges, opportunities and advantages. The Party Executive Committee of the State Audit Office has always closely followed the Party's guidelines and orientations, the State's policies and laws, the leadership and direction documents of the Central Committee and the National Assembly; always upholding the spirit of solidarity, promoting collective intelligence; together with the efforts of the cadres and party members in the entire Party Committee, the work of Party building and leadership in implementing political tasks has had many clear changes, achieving many important and comprehensive achievements in all aspects of work.

“Auditing quality has been gradually improved and is constantly being paid attention to and improved. The audit results and audit recommendations of the State Audit Office are increasingly diverse and of higher quality; especially the recommendations to improve the State's mechanisms and policies to improve the efficiency of management and use of public finance and public assets; contribute to the practice of thrift; prevent and combat corruption, waste and negativity,” the State Auditor General stated.

The Congress approved the Decision on appointing personnel for the Executive Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman and Deputy Chairman of the Inspection Committee of the 8th State Audit Party Committee, term 2025-2030.

Accordingly, the Executive Committee of the State Audit Party Committee consists of 32 comrades; the Standing Committee of the State Audit Party Committee consists of 10 comrades. Comrade Ngo Van Tuan - Member of the Party Central Committee, Member of the National Assembly Standing Committee, State Auditor General continues to hold the position of Secretary of the State Audit Party Committee; Comrade Ha Thi My Dung - Member of the National Assembly Party Committee, Deputy State Auditor General holds the position of Deputy Secretary of the State Audit Party Committee.

Impressive results

Speaking at the Congress, National Assembly Chairman Tran Thanh Man highly appreciated the Party Congress preparations of the State Audit Party Committee; congratulated the comrades in the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman and Deputy Chairman of the Inspection Committee of the State Audit Party Committee, term VIII, 2025-2030, who have just been appointed by the National Assembly Party Committee.

“These are comrades who are exemplary in terms of qualities, capacity and prestige, and are expected to play a leading, united, dynamic and creative role. With 1,726 party members, accounting for 60.5% of the total number of party members of the National Assembly Party Committee, they have added more force and strength to the National Assembly Party Committee, and will certainly contribute positively to the strong and comprehensive development of the State Audit Party Committee and the National Assembly Party Committee in the new term,” said the National Assembly Chairman.

National Assembly Chairman Tran Thanh Man affirmed that the State Audit of Vietnam, established and operating for more than 30 years, has made important contributions to the tasks of socio-economic development and ensuring national defense and security.

In the 2020-2025 term, promoting the tradition of solidarity, unity and efforts, the Party Committee has led and directed the entire sector to successfully complete the assigned political tasks. Through auditing activities, it has promptly provided information and audit reports to the National Assembly to serve the legislative function, supreme supervision and decision on important issues of the country; as a basis for the National Assembly to decide on estimates and approve annual state budget settlements, making an important contribution to the inspection and control of public finance and assets.

Reviewing the outstanding results achieved by the Party Committee and the Auditing sector in the last term, the National Assembly Chairman stated that the synchronous implementation of these solutions has brought about impressive results. These include recommendations on financial handling reaching over VND 281,000 billion; recommendations on amending and supplementing 1,048 legal documents, including many important recommendations, greatly impacting economic and social life; and providing opinions for over 2,000 personnel at the request of the Central Organizing Committee, as a basis for considering, approving the planning and appointing strategic-level officials. Notably, in the last term, for the first time, the State Auditor General participated in the question-and-answer session at the National Assembly session. The content of the question-and-answer session received attention and high appreciation from National Assembly deputies, voters and people nationwide.

Improve the quality of audit work

Agreeing with the frank assessments of the shortcomings and limitations pointed out at the Congress, the National Assembly Chairman suggested that the State Audit Party Committee should focus on continuing to build a clean, strong, comprehensive, united, sharing and loving Party Committee.

Pay special attention to political and ideological work, improve the leadership capacity and fighting strength of Party organizations; promote the vanguard and exemplary role of cadres and Party members, especially leaders; carry out well the work of inspection and supervision, maintain Party discipline; each Party organization must truly be a model of promoting democracy and solidarity.

"Comrades must constantly face many risks and traps. Just one minute of carelessness or lack of political steadfastness can lead to a fall," said the National Assembly Chairman.

At the same time, improve the quality of audit work, better serve the National Assembly's supreme supervision task. Strengthen audits of areas prone to negativity, corruption, and waste; hot issues of concern to the National Assembly, voters, and the People; promote thematic audits, operational audits, and information technology audits. In particular, it is necessary to promote the application of high technology, especially the application of information technology and artificial intelligence in auditing activities to create a breakthrough in audit quality and effectiveness. Strictly implement the audit of public finance and assets.

At the same time, leaders build a team of cadres who are “both red and professional”, with high professional capacity, clear professional ethics, and strong political will. Implement well the mobilization, rotation, training, and planning of cadres. Practice thrift, prevent and combat corruption, negativity, and waste.

Another task emphasized by the National Assembly Chairman is to lead the completion of institutions and laws on the organization and operation of audits. Coordinate well with agencies of the National Assembly, the Government, the Fatherland Front, socio-political organizations, and audited units to effectively perform audit functions; improve the effectiveness of implementing audit conclusions and recommendations.

Thoroughly grasp and implement audit activities on 4 Resolutions considered as four pillars for the country to take off, which are Resolution No. 57 on science and technology development, innovation and national digital transformation; Resolution No. 59 on international integration in the new situation; Resolution No. 66 on innovation in law making and enforcement; Resolution No. 68 on private economic sector development. In addition, submit to the National Assembly Standing Committee to promulgate the State Audit Development Strategy to 2040, with a vision to 2045.

The National Assembly Chairman believes that the State Audit Party Committee will always be steadfast in leading and directing the continued innovation of its organization and operating mechanism, affirming the role and important and effective tool of the Party and State in inspecting and controlling the management and use of public finance and public assets and preventing and combating corruption, waste and negativity; making an important contribution to the rapid and sustainable development of the country; making an important contribution to the successful implementation of the Resolution of the 13th National Party Congress.

Entering the 2025 - 2030 term, the State Audit Party Committee clearly defines the motto of action as "Discipline - Integrity - Professionalism - Quality - Integration", in which: it especially promotes the pioneering and exemplary spirit of cadres and party members, especially the responsibility of leaders, building a team of cadres and party members with Discipline and Integrity, enhancing Professionalism and transparency in performing public duties. Focus on improving Quality in all areas of work, especially auditing work. Strengthen international integration, learn international knowledge and experience in new auditing areas.

The State Audit Party Committee has determined the goal throughout the 2025-2030 term as "Building a clean and strong State Audit Party Committee, successfully completing all assigned political tasks, affirming the role and position of the State Audit, worthy of the trust of the Party, State and People in the management and use of public finance and public assets, especially in the fight against corruption, waste and negativity".
