Specifically, in an official dispatch sent to Vinh Hung Primary School on October 10, a representative of Vinh Hung Ward Police said that on September 2, this unit received a petition from Ms. NTNA in Group 3, Vinh Hung Ward, denouncing the incident that occurred on August 28 at Vinh Hung Primary School.
According to the petition, her son NNPL (born in 2014) - a student of class 5A3, Vinh Hung Primary School - had a conflict during an aerobics class and was beaten by his classmate P.D.S, causing scratches on his face and currently suffering from psychological trauma. Ms. NTNA requested to have her son examined by a psychiatrist, not to assess his injuries. She also requested clarification on the fact that since her son was at Vinh Hung Primary School, he had been subjected to "school violence" and the neglect and indifference of the teachers, leading to the child's illness.
After verifying the incident based on the medical examination documents provided by the family and discussing with Military Hospital 103, the Central Children's Hospital as well as based on legal regulations, Vinh Hung Ward Police determined that NNPL's case did not meet the conditions for psychiatric assessment. In addition, NNPL and P.D.S fought, resulting in injuries but not serious, and both sides refused to assess the injuries.
According to the conclusion of Vinh Hung Ward Police, both students were under 14 years old, so there was no basis to determine signs of crime or other violations of the law, only violations of discipline. This agency determined that there was no "school violence" as Ms. NTNA stated, and at the same time requested Vinh Hung Primary School to take measures to handle the two students according to regulations.
Previously, speaking with VietNamNet, Ms. Bui Thi Thanh Hang, Principal of Vinh Hung Primary School confirmed that the fight took place during the break between the first and second physical education periods on the afternoon of August 28.
On September 4, the school disciplined 3 teachers involved in the incident (including 2 physical education teachers and a homeroom teacher who was present in the class when the fight occurred) by reviewing before theEducation Council; removing them from the position of homeroom teacher of class 5A3; and demoting them from the 2024 competition.
On September 6, the school received a petition from the parents of the student NNPL and took steps to respond to the petition. On the afternoon of September 17, the school held a meeting with the parties, responding to 10 points from the petition from the parents of the student NNPL, as well as sending an apology to the family.
However, at the end of the meeting, Ms. NTNA did not agree with all the content of the school's response and did not sign the meeting minutes.
