There are many difficulties
On July 1, 2025, the first day of implementing the two-level local government, preparations for the operation of the Party Committee, government, Fatherland Front and other organizations in the political system in Dinh Hoa commune, Thanh Hoa province basically met the people's requirements.
At the Dinh Hoa Commune Public Administration Service Center, immediately after the merger, all conditions regarding facilities, working equipment and staff arrangement at each stage and each department were implemented methodically and scientifically . The commune installed a system of signs, classified administrative procedures by each field for people to easily follow, and at the same time publicly posted working regulations, fees and charges, and exempted administrative procedures according to Resolution No. 12 dated June 24, 2025 of the Provincial People's Council for people to know, implement and monitor. 100% of cadres and civil servants have been granted electronic accounts, with clear assignment of tasks, so when citizens come to do procedures, they are served enthusiastically and thoughtfully.
However, in the process of operating the new system, there are still some difficulties and problems that need more time to complete.
Mr. Ha Van Thang, Vice Chairman of Dinh Hoa Commune People's Committee said: To best serve the people, the commune has arranged the Public Administration Service Center at 2 locations, including the current headquarters and the old Dinh Thanh commune headquarters, so staff are assigned to work in 2 places.
In addition, Mr. Thang pointed out some current difficulties of the locality such as: large area (37.71 km2 ), large population (28,413 people), so it is difficult for people to travel to do administrative procedures; especially for the elderly and the disadvantaged. The departments and offices of the commune-level government have just come into operation, so changes in personnel and organizational structure also need time to stabilize. Many contents and procedures are operated in a digital environment, while the level of people is uneven, causing many difficulties for officials, civil servants, and public employees when contacting, working, and resolving administrative procedures for citizens...
"In the coming time, the commune will continue to propagate and mobilize local people to clearly understand the Party's policies, the State's policies and laws, and local changes so that people know and implement them," Vice Chairman of the People's Committee of Dinh Hoa commune emphasized.
Accompanying for the effective and efficient operation of Party committees and authorities
At the ceremony to announce the Decision of the Minister of Public Security and the Director of the Provincial Police on organization and personnel held on June 29, 2025, Major General To Anh Dung, Director of the Provincial Police, requested: The entire Thanh Hoa Police force, especially the commune-level Police, must "act decisively, organize closely, implement seriously, and not allow interruptions in any situation".
In particular, the communal police force urgently stabilized the organization and immediately got to work, ensuring that no tasks were missed; must focus on implementing professional measures, population management, area management, and subjects to proactively prevent, control, and reduce crime in the area... Do not let complicated, sudden, unexpected incidents occur, forming "hot spots" of security and order.
Focus on implementing, receiving, and effectively handling administrative procedures and online public services. Regularly update information and data to serve work requirements as well as the legitimate needs of the people.
Commune-level police must have unity in thought and action; each officer and soldier must determine "regularity in thinking". This is both a legal and political responsibility, a work order, and also the prestige and honor of the People's Police force.
To concretize the direction of the Provincial Police Director, on the very first day of operating the two-level local government (July 1, 2025), 166 commune and ward police stations across the province simultaneously organized a launching ceremony to guide administrative procedures, in order to reduce pressure and limit congestion at the commune-level Public Administration Service Centers; and remove difficulties and obstacles for the people.
The leaders of the Provincial Police Department have established working groups to go directly to communes, wards, and community support points to encourage and motivate officers and soldiers, and to inspect, urge, and listen to feedback from officers and people on issues arising in the settlement of administrative procedures.
The police force always accompanies and supports people in resolving administrative procedures.
The organization of the campaign to guide the settlement of administrative procedures, remove difficulties and obstacles in the process of implementing two-level local government is a meaningful activity, demonstrating the strong commitment of the government, especially the police force, in renewing thinking, improving the quality of service to the people, accompanying people and businesses in the practical implementation of administrative procedures at the grassroots level; accompanying the Party committees and authorities, helping to reduce pressure in using the National Public Service Portal through VNeID to limit congestion at Public Administration Service Centers.
"Go to every alley, knock on every door, guide every citizen"
In addition to arranging permanent staff at the Public Administration Service Center of communes and wards to receive, guide, and resolve administrative procedures, and remove difficulties and obstacles in the process of implementing two-level local government, the police of communes and wards in the whole province have advised local Party committees and authorities to mobilize members of the Community Digital Technology Team, the Team to support the disadvantaged, the Incident Response and Technical Support Team, the Youth Union, and the Women's Union at the same level to go directly to the locality to guide people and businesses in carrying out administrative procedures.
Na Meo border commune police directly went to each house to guide and support people.
In Na Meo commune - a mountainous commune in the western border of Thanh Hoa province with 28.73km of border with Hua Phan province (Laos), on the first day of operating the new model, officers and soldiers of the commune police, together with functional forces, went directly to the grassroots to support and guide people in carrying out necessary administrative procedures.
Major Pham Van Hop, Chief of Na Meo Commune Police, said that the unit coordinated with the commune's departments and offices to resolve administrative procedures and return results on the first day of official operation for 17 cases; at the same time, it went to the homes of more than 100 other cases to guide them on administrative procedures.
With dedication and responsibility, on the first day of operation, the provincial police force instructed 4,122 people on how to protect personal information, identify online fraud and safely use the VNeID application; supported people and businesses to register and activate electronic identification accounts; supported 2,933 cases of citizens to integrate additional documents such as: driver's license, health insurance, vaccination information into the VNeID application; guided 3,427 cases of citizens to use online public services and how to use the National Public Service Portal through VNeID...
Promoting the achieved results, with the motto "Going to every alley, knocking on every door, guiding every citizen", the professional departments with the core being officers and soldiers of the Department of Administrative Police for Social Order and the Police of communes and wards will continue to arrange working groups to go to the locality and the Public Administration Service Center to guide and support people in carrying out administrative procedures; establish a channel to receive feedback to listen to opinions and questions of people and businesses.
