In Hung Yen , the provincial police have proactively taken action, implementing many synchronous solutions to quickly put the driving test into order. Immediately after taking over the task, the police force closely coordinated with the testing centers to successfully organize many exams with a serious, public and transparent spirit. At the testing locations, officers and soldiers were assigned to provide enthusiastic guidance, helping candidates grasp the process, stay calm and confident in taking the test. From the stage of receiving documents, registering for the test, to the theoretical tests, simulating situations, practicing in pictures and on the road, all were carried out in accordance with regulations, supervised by a modern equipment system, ensuring objectivity and fairness.
Records from the exams that have been held show that the majority of candidates highly appreciate the quality of the organization. Ms. Pham Thi Ngan, Viet Tien commune, shared: "At first, I was a bit worried because this was the first exam organized by the police, but when I arrived, everything was clear and the officers gave enthusiastic instructions, so I felt very secure." Mr. Do The Tan, Vu Phuc commune, also said: "This exam was very organized and methodical, creating trust for the candidates."
To prepare well for the exams, the provincial police force has comprehensively reviewed the system of facilities, camera equipment, scoring software, and organized training for examiners to ensure accuracy and objectivity during the exam. There are currently 7 driving test centers in operation in the province, including 2 type 1 centers that are allowed to test all driving license classes, 1 type 2 center that is allowed to test up to class C, and 4 type 3 centers that serve motorcycle driving tests. The center system has been invested relatively fully in technical infrastructure, testing grounds, vehicles, monitoring equipment, and specialized software in accordance with the regulations in Circular 12 of the Ministry of Public Security .
At Driving Test Center No. 2 (belonging to the College of Transport - Department of Construction, Tran Hung Dao Ward), one of the two type 1 centers in the province, all facilities and equipment for testing have been invested and upgraded synchronously. According to Mr. Tong Duy Chinh, Director of the center, candidates will now go through 4 test sections: theory, traffic simulation, driving practice and road driving. If candidates fail any part of the test, they can retake that part in the next round, instead of having to retake the whole test as before. This method not only reduces pressure but also creates fairness and transparency for learners.
Lieutenant Colonel Trinh Van Dien, Head of the Road Motor Vehicle Driving License Examination Team, Traffic Police Department, Hung Yen Provincial Police, said: “We clearly identify this as an important task in improving the quality of vehicle drivers. Therefore, all stages of organization and coordination are standardized, strictly implemented in accordance with regulations , while creating maximum convenience for people.”
According to statistics from the Traffic Police Department, up to now, the Provincial Police have organized tests for more than 3,700 students of all levels and issued new driving licenses to more than 2,270 people. However, there are still about 23,500 applications for registration and driving license testing that have not been processed due to the impact of the transition and interruption in the previous period. The Provincial Police are speeding up the organization of exams to quickly resolve these applications.
