The Party's mouthpiece

BHG - Celebrating the 100th anniversary of Vietnam Revolutionary Press Day, let's review the Communist Party of Vietnam 's attention to the newspaper that our Party calls the official "mouthpiece" of the Party and the voice of the Party and the People.

Directive 63 of the Party Central Committee on enhancing the role of the press and publishing work - this is an official document of our Party, affirming the role and clearly defining the responsibility of the press in the life of the whole society. In 1976, the two provinces of Ha Giang and Tuyen Quang merged into Ha Tuyen province, Ha Giang Newspaper and Tuyen Quang Newspaper were merged into Ha Tuyen Newspaper. On May 10, 1976, the Standing Committee of the Ha Tuyen Provincial Party Committee issued Resolution No. 01 on publishing the Ha Tuyen Newspaper. The resolution clearly stated the three tasks of all levels, sectors and the Ha Tuyen Newspaper: “Key cadres at all levels and sectors have the duty to cooperate closely with the newspaper, provide complete and accurate documents as required by the newspaper, create all favorable conditions for the newspaper cadres to complete their tasks; Party committees at all levels coordinate with the newspaper agency to organize a team of informants from the grassroots level and manage that team. The newspaper has the duty to train and provide professional guidance; direct the publication of newspapers in the sector and locality, ensure that each facility in the province has a newspaper, uses the newspaper and has informants writing for the newspaper”. Because at that time, the number of reporters for both newspapers was still small, and the Party Committee wanted all facilities, agencies and units to have newspapers to read and have news about the activities of the locality (commune) and unit, so the Party Committee paid attention to the team of informants, now called collaborators. On December 1, 1988, the Standing Committee of the Ha Tuyen Provincial Party Committee issued Directive No. 09 on promoting the publication of local newspapers. The Directive clearly stated 8 tasks to be performed, including the tasks of the Party Committee, mass organizations, and all levels and sectors; the tasks of the newspaper editorial office; the tasks of the postal , financial, and transportation sectors in publishing newspapers to ensure that each unit, agency, and facility has a newspaper to read. This is a directive that clearly states the tasks of all levels and sectors in providing information and publishing the Party's newspaper.

In 1991, the Provincial Party Committee issued two documents on press work and Ha Giang Newspaper. At the beginning of the year, the Standing Committee of the Ha Tuyen Provincial Party Committee issued Directive No. 28 on press and publishing work. The Directive clearly stated four main solutions: "Implementing Directive 63 of the Party Central Committee; strengthening the leadership of the Party; improving the quality of content, training reporters, improving working conditions; investing in facilities, expanding the publication of books and newspapers, improving content, printing and publishing technology; establishing a Publishing Council to orient and control published content". By the end of 1991 (October), Ha Tuyen was divided into two provinces, Ha Giang and Tuyen Quang. The Ha Giang Provincial Party Committee issued a Resolution on September 29, 1991 on the establishment and publication of the Ha Giang Newspaper. The Resolution clearly states: “Ha Giang Newspaper is the mouthpiece of the Provincial Party Committee, the voice of the Party and the people of all ethnic groups in the province, with the task of propagating, educating, mobilizing and guiding cadres, party members, civil servants and workers of all classes to successfully carry out the political tasks of the locality”.

Thus, we can see that the Communist Party of Vietnam in general, and specifically the Provincial Party Committee, at any time, considers the Party's newspaper as the mouthpiece, the voice of the Party, and at the same time the voice of the People. Therefore, at any time, the Provincial Party Committee always pays attention to consolidating and improving the quality of the newspaper as the mouthpiece of the Party and of the People of all ethnic groups in the province. Ha Giang Newspaper has been established for more than 60 years, always maintaining the trust and prestige, worthy of being the mouthpiece of the Ha Giang Party Committee.
