Join hands to protect children from the risks of violence and abuse

Recently, the case of a 3-month-old girl being abused in Hanoi has shocked and angered the public, and is a wake-up call about moral deterioration and the urgent need to tighten measures to protect children from the risk of abuse.

Wounds that never heal

According to government statistics, in 2024, the country recorded 2,361 cases of child abuse, with 2,931 subjects being prosecuted, harming 2,505 children. Although down 137 cases compared to 2023, these figures still show the painful reality and complicated developments of the problem. In particular, abuse through cyberspace is increasing, with increasingly sophisticated methods that are difficult to detect and handle.

In Hung Yen province, there are currently over 331,500 children under 16 years old, accounting for about 24.1% of the province's population. This is an important future force of the province, in need of comprehensive care and protection. However, violence and child abuse still occur, mainly in places with difficult economic conditions and unstable family environments. Children living in divorced families, whose parents work far away, or who have to leave school early often become vulnerable. The main reason is that children's awareness and self-protection skills are limited, and there is a lack of close attention from adults.

The National Child Protection Hotline 111 is currently an important information receiving channel, helping to detect and promptly handle many cases. From 2019 to present, more than 45% of calls to the Hotline reflect violence and more than 24% are related to child sexual abuse.

Join hands to protect children from potential dangers

In recent times, Hung Yen province has synchronously deployed many solutions to protect children. Based on the implementation of Decision 1863/QD-TTg of the Prime Minister, the Provincial People's Committee issued Plan No. 24/KH-UBND dated December 21, 2020 on preventing and combating violence and child abuse in the period 2020 - 2025 in Hung Yen province and directed sectors and localities to take drastic action.

From 2020 to May 2025, the provincial level organized 59 training courses for over 5,000 officials and collaborators working on children at all levels on knowledge and skills to protect children, prevent and combat violence and child abuse; organized 55 training and communication sessions for over 24,000 students, teachers and parents of primary and secondary schools on children's rights and responsibilities, knowledge and skills to protect children, prevent and fight violence and child abuse through online and direct forms. Extracurricular activities, summer camps for skills, and safe playgrounds were widely organized, contributing to raising awareness and equipping children with self-protection skills.

In parallel, the network of child protection collaborators has covered 100% of communes and wards, with more than 1,300 people regularly monitoring, detecting and intervening in cases of children at risk of abuse. The province has also invested in building playgrounds, village cultural houses, children's libraries... to create a safe and healthy living environment for children to develop comprehensively.

However, the report of the Department of Health also points out some disadvantages: inter-sectoral coordination is not yet synchronized, the staff at the commune level still holds multiple positions, and the budget for child protection is limited. Meanwhile, the online environment is still a "gray area" with many potential risks if there is a lack of supervision from families and schools.

In the coming time, the province will continue to focus on key tasks: perfecting the staff working with children, completing the child management database, strengthening extensive communication in the community; strictly handle cases of abuse and violence to create deterrence; at the same time, promoting education on self-protection skills for children and improving parents' capacity in identifying and responding to risks.

Protecting children is not only a legal duty but also a moral duty of each individual, each family and the whole society. Working together today is the way we can build a healthier, safer and happier future generation.
