On July 17, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong issued a document conveying the direction of Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc on the implementation of construction order management in Ho Chi Minh City.
Accordingly, the Chairman of the Ho Chi Minh City People's Committee assigned the Department of Home Affairs to preside over and coordinate with the Department of Construction, the Department of Justice and relevant units to urgently advise and propose to the Ho Chi Minh City People's Committee to decentralize the management of construction order in the city; ensure compliance with regulations on job positions, resources and personnel to effectively implement state management of construction order. The time to complete the above directive content is before July 25.
While the Ho Chi Minh City People's Committee is finalizing regulations on decentralization of construction order management, the Chairman of the Ho Chi Minh City People's Committee assigned the Department of Construction to preside over and coordinate with the People's Committees of wards, communes, special zones and related units to strengthen the management of construction order in the city; resolutely and strictly handle the responsibilities of organizations, individuals, agencies, units and heads of agencies and units assigned with tasks but lacking a sense of responsibility in performing public duties, loosening management work or showing signs of covering up and assisting violations of construction and construction order.
The Chairman of the Ho Chi Minh City People's Committee directed the People's Committees of wards, communes and special zones to proactively carry out inspections, promptly detect, prevent and strictly handle violations in construction investment activities. At the same time, do not let "hot spots" of construction order occur; do not let the situation of shifting responsibility between agencies and units occur, leading to violations not being inspected, detected, prevented and handled promptly; do not legalize violations.
