Speakers of Russia's Lower House and Upper House support President Putin, state legal basis for prosecuting rebels

The speakers of both houses of the Russian Parliament said on June 24 that they support Russian President Vladimir Putin and called on people to stand by the leader.

Senate speaker Valentina Matvienko said Mr Putin had "full support" from Senate members while Lower House speaker Vyacheslav Volodin called on Russians to "support" the long-time leader.

On the same day, the head of the Committee on Legislation, Constitution and State Building of the Federation Council (upper house of parliament) of Russia, Mr. Andrey Klishas, said that all the necessary provisions to bring the organizers of the uprisings to justice are available in the Criminal Code of the Russian Federation, there is no need to amend the current law.

“The Criminal Code has all the necessary provisions to bring the organizers of the riots to justice,” Klishas said, answering a question from TASS news agency about whether urgent legislative changes were needed following Russian President Vladimir Putin’s statement. He added that the Prosecutor General’s Office and the Federal Security Service (FSB) had drawn up legal standards for all the cases that had occurred.

Meanwhile, writing on his Telegram channel, Mr. Klishas stressed that President Putin has the right to make the most difficult decisions to restore law and order in Russia.

On June 24, in a televised speech about the recent situation in Russia, President Vladimir Putin said he would do everything to protect Russia.

"We are fighting for the life and security of our people. The gunmen of the Wagner mercenary group have been deceived," Putin said, adding that these forces were the heroes who liberated the Donbass region (in Ukraine).

“We will take decisive action to stabilize the situation in Rostov-On-Don. All those who participated in the ‘rebellion’ will be punished. I ask everyone to stop engaging in criminal activities,” President Putin stressed.

The Russian leader added that the Russian armed forces have received the necessary orders.
