The Ministry of Finance officially reduced 50% of 46 groups of fees and charges to support businesses.
Many fields have reduced fees simultaneously
According to the provisions of Circular No. 64/2025/TT-BTC recently issued by the Ministry, this policy aims to continue to remove difficulties, create conditions for recovery and development of production and business in the context of the economy still facing many challenges after the pandemic, global fluctuations and input cost pressure.
Of these, 46 groups of fees and charges are reduced by 50% compared to previous regulations. At the same time, some items are completely exempted, such as the fee for assessing and granting electricity operation licenses in case of changing the head office address due to administrative unit arrangement.
According to the Ministry of Finance, the fees and charges reduced this time cover many areas, from business registration, banking licensing, fire prevention and fighting, to construction appraisal, certificate of origin (C/O), concession of airport exploitation, passport issuance and renewal, citizen identification card, health care, securities...
Specifically, the fee for granting a license to establish and operate a bank is only 50% of the regulation in Circular No. 150/2016 of the Ministry of Finance. Business registration fees, fire prevention and fighting design appraisal fees, construction investment project appraisal fees, etc. are also reduced by 50%.
In particular, for businesses operating in the import-export sector, the reduction in C/O issuance fees is considered a positive signal as it helps them significantly save on international transaction costs.
Not only do domestic organizations and individuals benefit, but foreign-invested enterprises also appreciate this policy because it creates a more competitive investment environment.
Practical support, clear results
Not only stopping at familiar fees, Circular 64/2025 also adds a 50% reduction in a series of small but practical fees in specialized fields, specifically: Publications: fees for assessing the content of non-business documents, fees for importing non-business publications; Registration of codes and barcodes: fees for using foreign barcodes, product codes; Inland waterways: fees for reporting and inspecting waterway vehicles; Industrial property, trademarks, industrial designs; Fire prevention and fighting: fees for assessing specialized fire prevention vehicles and equipment; Notarization, construction, granting construction practice certificates...
This list reflects support not only for large enterprises but also for professional organizations, small and micro enterprises and individual business households.
Previously, according to the Ministry of Finance's calculations, the total amount of fees reduced was about 700 billion VND during the application period, but with the above reduction and application period, it is expected that the implementation of this policy will support people and businesses by more than 3,000 billion VND. Thereby, supporting the maintenance of production and business activities, encouraging reinvestment, contributing to economic growth.
To date, this is the sixth time the Ministry of Finance has issued a circular to reduce fees and charges in the 2020-2025 period. Previous circulars have focused on post-COVID-19 support, but this time it has been expanded in terms of application period (until the end of 2026) and scope (more areas).
Maintaining the fee reduction policy for the next 18 months is considered a flexible fiscal solution, part of the overall efforts to support economic recovery, while stabilizing production and business in the context of an unstable world market.
