Speaking at the meeting, Deputy Minister Nguyen Ba Hoan said that, implementing the direction of the Prime Minister, the Ministry of Labor, Invalids and Social Affairs has issued a decision to establish a Drafting Committee and an Editorial Team to draft a Decree amending and supplementing a number of articles of Decree 131/2021/ND-CP dated December 30, 2021 of the Government, detailing and implementing measures for the Ordinance on preferential treatment for people with revolutionary contributions.

Accordingly, the Drafting Committee consists of 28 members, with Deputy Minister Nguyen Ba Hoan as Head of the Drafting Committee. The editorial team consists of 37 members, with Mr. Dao Ngoc Loi - Director of the Department of Meritorious People as the Head.
On the morning of August 16, the Drafting Committee held its first meeting to widely and publicly collect opinions to complete the draft Decree to submit to the Government and the National Assembly for consideration.
Deputy Minister Nguyen Ba Hoan assessed that Decree 131 is a large and important legal document, in terms of scale, quantity, and provisions, integrated from many related documents.
"Integrating many legal documents inevitably has shortcomings. After the Decree came into practice, the drafting agency clearly realized that there were some problematic and inappropriate contents.
In fact, over the past 3 years, the drafting agency has received many comments and recommendations from relevant ministries, branches and localities on these shortcomings. Therefore, some articles and contents in the Decree need to be revised and supplemented to suit the reality," said Deputy Minister Nguyen Ba Hoan.

Therefore, Deputy Minister Nguyen Ba Hoan requested members of the Drafting Committee and Editorial Team to actively contribute opinions so that the Drafting Committee can absorb them and submit them to competent authorities for consideration and resolution.
"Decree 131 is still valid, only some articles and contents need to be revised and supplemented to suit the practical situation," the head of the drafting committee commented.
At the meeting, the Drafting Committee received many comments related to the land law for people with meritorious services. Another issue that received special attention was the procedure for assessing the beneficiaries of the policy for people with meritorious services.
Representatives of ministries, branches, localities and associations highly appreciated the seriousness of the Ministry of Labor, Invalids and Social Affairs in synthesizing and developing the draft. The delegates also requested the Drafting Committee to review the directions of the Party and State leaders related to preferential policies for people with meritorious services to further improve the content of the draft.
Concluding the meeting, Deputy Minister Nguyen Ba Hoan acknowledged and highly appreciated the contributions of representatives of ministries, branches, localities and associations at the meeting. The Deputy Minister said that the Drafting Committee and Editorial Team will promptly synthesize and fully absorb them to update, adjust and supplement the draft Decrees.
At the same time, the Drafting Committee hopes that ministries, branches and localities will continue to research and provide written comments on the draft so that the Ministry of Labor, Invalids and Social Affairs can soon complete it and submit it to competent authorities.
