Localities have deployed close monitoring and 24/7 on-duty at dike watch points, while preparing supplies and being on-duty at key points.

After checking in Chi Linh, Nhan Hue commune currently has 30 hectares of watermelons ready for harvest and 320 fish cages on Thai Binh river. This is the locality with the largest area of vegetables grown outside the dike in Chi Linh. To ensure safety, the city police force and the city military command have helped people harvest about 20 hectares of watermelons; secured 320 fish cages on the river. At 1:00 p.m. on September 9, the water level of Thai Binh River at Pha Lai reached 4.12 m, exceeding alarm level I by 0.12 m.
