Overview of the regular press conference in April, Ministry of Information and Communications.

Sharing at the press conference on the afternoon of April 8, Mr. Le Van Tuan, Director of the Radio Frequency Department, announced the results of 3 auctions held in March by the Ministry of Information and Communications.

Accordingly, the Military Industry - Telecommunications Group won the auction for the B1 frequency block (2500-2600 MHz) with a price of VND 7,533,257,500,000. The Vietnam Posts and Telecommunications Group won the auction for the C2 frequency block (3700-3800 MHz) with a price of VND 2,581,892,500,000. The C3 frequency block (3800-3900 MHz), because only 1 enterprise paid a deposit to participate in the auction, was not eligible to participate in the auction according to the provisions of the Law on Asset Auction, so the auction of the C3 frequency block was not successful. When re-auctioning, the starting price of the C3 frequency block will be the price paid by the enterprise bidding for the C2 frequency band.

Regarding the auction time, Mr. Le Van Tuan said: “The B1 band auction went through 24 rounds, lasting from 2pm to 8pm. The C2 auction went through 17 rounds. This shows the serious participation of businesses as well as the transparency of the auction.”

After the results were available, the Ministry of Information and Communications approved the auction results for the B1 frequency block (2500-2600 MHz) and the C2 frequency block (3700-3800 MHz). As of April 8, 2024, Viettel Group has fulfilled its financial obligations as prescribed. VNPT Group is currently completing payment procedures and is expected to complete these obligations on April 9, 2024. After the enterprises pay the auction winning amount, the Ministry of Information and Communications will consider granting licenses to use the frequency band as prescribed.

According to Mr. Le Van Tuan, after 15 years since the Law on Radio Frequency was passed by the National Assembly , this is the first time a successful auction of radio frequencies has been organized. After auctioning each block, the Radio Frequency Department has monitored news sources from the press and opinions of domestic and international experts. Commenting on the results, the Director of the Radio Frequency Department said that the auction was successful.

The auction results help businesses obtain frequencies to deploy broadband telecommunications services. After the two auctioned frequency blocks were granted to businesses, the amount of frequencies granted for mobile information has increased by 59% compared to present.

After granting frequency licenses to the winning bidders, the Radio Frequency Department will immediately initiate the process of reporting to the leaders of the Ministry of Information and Communications to re-auction the C3 frequency block. If there is still only one enterprise participating in the auction, this frequency block may be resold to that enterprise according to regulations.
