The elimination of the intermediate level at the district level and the streamlining of the administrative apparatus both demonstrate high political determination and are consistent with the requirements of improving the effectiveness and efficiency of state management and serving the people in the new development stage.
The 9th session of the 15th National Assembly concluded on June 27 after 35 days of scientific and highly focused work, completing all the proposed contents and programs. This is also the session with the largest volume of legislative content ever. The National Assembly passed 34 laws, 14 resolutions and commented on 6 draft laws, most of which received high consensus from National Assembly deputies. In particular, the National Assembly discussed and passed the Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam, along with many synchronous laws and resolutions, creating a legal basis for innovation and arrangement of the 2-level local government apparatus.
These decisions not only realize the guidelines of the 11th Central Conference of the 13th tenure but also play a key role in making the two-tier model effective from July 1, 2025.
The National Assembly also made pivotal decisions on the arrangement of provincial and communal administrative units: reducing from 63 to 34 provinces and cities and to only 3,321 communal units, reducing 6,714 administrative units. Reducing intermediate levels not only saves resources but also shortens the time it takes to resolve people's work.
National Assembly Chairman Tran Thanh Man also requested the Government, ministries, branches and localities to promptly, seriously, synchronously and effectively implement the laws and resolutions passed by the National Assembly immediately after this session; especially implementing the resolutions and decisions of the Central and local governments on merging provincial and communal administrative units... to officially operate two-level local governments from July 1, 2025.
National Assembly Chairman Tran Thanh Man signed and issued Resolution No. 207 on the National Assembly's Supervision Program in 2026, which assigned the National Assembly Standing Committee and National Assembly Committees to supervise contents related to the arrangement of provincial and communal administrative units and the implementation of the two-level local government model. At the same time, promote the application of information technology in supervision activities; proactively supervise right from the implementation of laws, ordinances, and resolutions of the National Assembly and the National Assembly Standing Committee.
The working atmosphere in localities across the country is also in the "sprint" period to be ready to operate the new model. For example, in Hanoi, the city has completed the pilot operation of the two-level local government model; preparing for the Ceremony to announce the Resolution of the National Assembly Standing Committee and the city's decisions on the implementation of new commune-level administrative units on June 30. The 24th session of the 16th City People's Council, term 2021 - 2026, also passed 11 resolutions with many very important contents to promptly operate the two-level local government model.
In many other provinces and cities, provincial leaders have inspected and directly directed to ensure that the handover of tasks, personnel, headquarters, digital signatures, etc. is completed before June 30, to ensure smooth operations from July 1.
On the other hand, Prime Minister Pham Minh Chinh signed telegram 99/CD-TTg indicating that 11/34 localities are still slow in issuing digital signatures, 22/34 places have not completed training for officials on electronic administrative procedure software, 6 localities have not completed arranging new commune-level headquarters, while the rate of payment of leave benefits has only reached 50.48%. Localities are required to urgently fix the problem to avoid interruption in serving the people.
Previously, on June 27, the Politburo and the Secretariat issued Conclusion No. 171-KL/TW on continuing to implement and complete the task of reorganizing the apparatus and administrative units. In particular, it requires Party committees, agencies and units directly under the Central Committee to continue to focus on, proactively, actively and resolutely implement the policies and conclusions of the Central Committee, the Politburo and the Secretariat on reorganizing and streamlining the apparatus of the political system associated with 2-level administrative units.
Party committees, agencies and units directly under the Central Government need to focus on synchronous and drastic direction so that the new apparatus operates synchronously and smoothly; ensure normal activities of people and businesses, especially in the fields of administrative procedure settlement, health, education, culture, etc.; make the greatest effort to successfully complete the goals set for 2025. Assign the Standing Committee of the National Assembly Party Committee to lead the National Assembly Standing Committee to provide specific guidance on special cases allowing the appointment of chairmen, vice chairmen of People's Councils, heads of committees and delegates of People's Councils at the commune level; chairmen, vice chairmen and members of People's Committees at the commune level (new) in communes that are not merged or consolidated.
Efforts to reorganize administrative units and implement the two-level local government model are in the final stages of the “sprint” phase. Existing issues are also being overcome in the last days of June 2025 so that the two-level government model can officially operate on July 1, 2025. A major breakthrough in administrative reform, closer to the people, is also an important premise for building a socialist rule-of-law state serving the people - aiming for sustainable development in the new era.
As President Luong Cuong said at the meeting with voters in Hoc Mon and Cu Chi (Ho Chi Minh City), after merging with Binh Duong and Ba Ria - Vung Tau, the new Ho Chi Minh City will become a megacity. This is a great and historic opportunity for Ho Chi Minh City, Ba Ria - Vung Tau and Binh Duong when merging to awaken their potential and strengths in a synchronous manner, creating a new development space, and entering an era of prosperous development for the nation with the whole country.
