Since the two-level government was put into operation, Ca Mau has upgraded its shared information systems for administration, including the official email system and the provincial data sharing platform, recording more than 32 million transactions. The document management and administration system has been deployed to more than 900 units. The administrative procedure settlement system has the number of online records reaching 80.8%.
The province has also deployed the "Digital Popular Education" platform and applied artificial intelligence (AI) in citizen support.
However, the province still faces difficulties in commune-level IT infrastructure, lack of specialized human resources and limited digital skills among people.
Ca Mau proposed that the Ministry of Science and Technology support the connection of the Product Traceability Portal, resolve the issue of appraisal fees for radiation equipment, and clarify the “investor” mechanism in purchasing research equipment. In addition, Ca Mau proposed that the Ministry of Science and Technology soon advise the Government to issue a Decree on venture capital funds for innovative startups, technology incubation, and digital transformation, etc.
The Ministry of Science and Technology staff then supported the province to resolve difficulties and remove obstacles in the implementation of the two-level government. The contents beyond the authority were compiled and reported to the Government .
The working group also conducted a field survey at the Public Administration Service Center and Tan Thanh ward, collecting feedback from people and businesses.
