At the event, Minister of Health Dao Hong Lan said that the Ministry of Health is currently actively focusing on developing the Population Law and the Target Program for Health Care, Population and Development for the period 2026-2035 with the goal of ensuring social security, health and equality for all people based on the principle of taking people as the center and the goal of sustainable development of the country.
In particular, the Ministry of Health is proposing in the draft Population Law submitted to the Government for submission to the National Assembly for comments and approval at the 10th session (October 2025) a number of priority contents, such as: preferential maternity leave; cash or in-kind support when giving birth; support for prenatal and newborn screening for women; priority access to social housing support policies and other support appropriate to the socio -economic development situation of each period; financial incentives in cash or in-kind support for families with only one child and 2 daughters.
Along with that are other support measures and policies to maintain replacement fertility; reduce gender imbalance at birth and bring the sex ratio at birth back to natural balance; adapt to population aging and improve population quality.

The Minister of Health also requested the Department of Population and functional units to focus with the highest efforts together with relevant agencies, units and organizations to urgently complete the draft Law on Population to submit to the Government for submission to the National Assembly for comments and approval at the 10th session and the Target Program on Health Care, Population and Development for the period 2026-2035 to ensure progress and quality.
Ministries, branches, and People's Committees of provinces and cities continue to pay attention to directing, leading, and ensuring resources for population work, especially in the context of implementing two-level local government.
The Minister of Health also hopes that the United Nations, the United Nations Population Fund and international organizations will continue to share and provide financial and technical support to help Vietnam respond to and adapt to population changes, protect reproductive rights and achieve sustainable development.

Currently, population work in our country is facing many challenges affecting sustainable development. That is, the total fertility rate has dropped to the lowest level in history and is forecast to continue to decrease in the following years (in 2022 it was 2.01 children/woman, decreasing to 1.96 children/woman in 2023 and 1.91 children/woman in 2024). The rate of increase in the sex ratio is still high compared to the natural balance (the sex ratio at birth in 2024 is 111.4 boys/100 girls).
Pregnancy and childbirth among underage women tend to increase; early marriage and consanguineous marriage in the Central Highlands and Northern mountainous areas remain very high (21.9%). Vietnam's human development index is in the low group, ranked 93/193 countries and territories.
