Quang Tri moves 400 people in Con Co special zone into storm shelters
On the afternoon of August 24, Mr. Tran Xuan Anh, Party Secretary and Chairman of the People's Committee of Con Co Special Economic Zone (Quang Tri) said that all preparations for storm response in Con Co Special Economic Zone have been basically completed. The locality has prepared a plan to take 400 people to shelters.
According to Mr. Tran Xuan Anh, the local government has prepared all necessary equipment and supplies. It is expected that on the evening of August 24, all soldiers and civilians on the island will be taken to the shelter to ensure safety.
Previously, the government and military units stationed on Con Co Island also mobilized forces to cut down trees, reinforce houses and warehouses; move boats, machinery, and equipment to safe places... to minimize damage caused by the storm.
The weather on the island has started to be windy, the waves are about 2m high, and the wind is increasing. The propaganda and mobilization work for people to comply with the evacuation is being carried out vigorously; in case of non-compliance, enforcement will be carried out. In addition to the military and civilian forces, there are also 30 workers on the island who are constructing the projects and 1 tourist who is trapped, all of whom have been ensured safety.
Local authorities recommend that people do not leave their homes from 9:00 p.m. on August 24 until further notice from the Commune Civil Defense Command (except for rescue forces and special cases).
To proactively respond to storm No. 5 and heavy rain, ensuring the safety of students, teachers and education staff, on the afternoon of August 24, the Department of Education and Training of Quang Tri province announced that it had issued Decision No. 803/SGTĐT-VP on allowing students to stay home from school.
Specifically, preschool and general education facilities across the province; Quang Tri College of Education; foreign language centers, information technology centers, life skills education centers, study abroad consulting centers, and tutoring and extra-curricular centers notify preschool children, students, and trainees to stay home from school from the morning of August 25 until the weather returns to normal. In addition, proactively implement measures to secure classrooms and glass doors; and store teaching equipment, records, and documents in safe locations.
Hue promptly moved ships to safety
In order to promptly respond to storm No. 5 (international name Kajiki), coastal localities of Hue city have quickly deployed many response measures; in which, focusing on calling 100% of fishing vessels and boats operating in the sea to safe shelters and checking vulnerable areas to have measures to evacuate people to safety.
Thuan An Ward (Hue City) has 788 vessels; of which, there are 425 nearshore fishing vessels, and 363 offshore fishing vessels. Implementing the telegram of the Central Government, as well as the city on implementing measures to respond to storm No. 5, the People's Committee of Thuan An Ward quickly announced on the ward's media, requesting all vessels to quickly come ashore, and providing instructions on safe anchorage.
Mr. Dao Quang Hung, Vice Chairman of the People's Committee of Thuan An Ward (Hue City) said that by the afternoon of August 24, 100% of local fishing boats had reached shore and were instructed by authorities to anchor in safe locations.
In addition, the People's Committee of Thuan An Ward coordinated with the Border Guard Station to help people reinforce their houses and move some properties of coastal residents to a safe place.
In addition, cargo ships anchored at Thuan An port have 3 tugboats and 7 barges; Chan May port has 21 cargo ships anchored.
Nghe An is proactive from early on and determined from the grassroots.
With the forecast that storm No. 5 will directly affect the North Central region, Nghe An province has quickly activated the entire disaster prevention system. With the spirit of “being proactive early, from afar, from the grassroots,” response preparations have been deployed synchronously and drastically, aiming to protect the safety of people’s lives and property.
On the afternoon of August 23, the People's Committee of Nghe An province issued an urgent dispatch requesting localities to review and evacuate people from dangerous areas, prohibit ships from going to sea, and reinforce important works. Functional forces such as border guards, police, and army were mobilized to coordinate in supporting people in strengthening their houses, protecting property, trimming trees, and checking electricity, telecommunications, advertising signs, and public works.
On the morning of August 24, the Standing Committee of Nghe An Provincial Party Committee issued an official dispatch requesting the Party Secretary and the Chairman of the People's Committee of communes and wards to directly lead and strictly implement the instructions of the Secretariat and the telegram of the Prime Minister. The official dispatch emphasized the mobilization of local forces - army, police, youth - to support people in securing their houses, protecting headquarters, warehouses, production facilities, schools, hospitals, infrastructure works such as dikes, dams, high towers, power grids, advertising signs, etc.
In particular, the document requires the implementation of measures to protect production, especially agriculture. Localities are directed to support people in harvesting crops and aquatic products that are about to be harvested, following the motto "green at home is better than old in the field" to limit damage caused by storms and floods.
Not only coastal areas, mountainous communes such as Nhon Mai, Huu Khuong, Muong Tip, My Ly, Muong Xen - which suffered heavy damage from storm No. 3 - were also put on high alert. The authorities of these communes had proactively deployed response plans before the province's telegram.
Secretary of the Muong Xen Commune Party Committee, Nguyen Viet Hung, said that since August 23, the local government has established inspection teams to inspect villages and vulnerable areas, and has pre-selected safe locations to evacuate people from dangerous areas to safety. When the storm hits, this area will certainly be greatly affected by the storm's circulation, causing heavy rain while the land in the area is already saturated with water, so the risk of landslides and flash floods is very high, especially when river water flows from Laos.
In Muong Tip commune, Ta Do village - which has just experienced two consecutive flash floods - has deployed forces on duty 24/7. Provincial Road 543D - the commune's traffic artery - is being carefully inspected, landslides are warned with signs and temporary barriers.
Nghe An province also pays special attention to dam management. Nghe An currently has more than 1,000 large and small dams and lakes; many of which are full of water. Localities are required to lower water levels to receive floods and not to discharge flood water abnormally, causing danger to downstream areas. Ban Ve Hydropower Company has proactively released water since the afternoon of August 23 to reduce pressure on the downstream area of the Nam Non River.
Hai Phong bans activities in estuary and sea areas
Faced with the complicated developments of storm No. 5, on August 24, Hai Phong city urgently deployed many response measures, considering storm prevention as the top urgent task to protect people's lives and property.
The City Civil Defense Command has issued Notice 482/TB-BCHPTDS prohibiting activities in estuary and sea areas from 1:00 p.m. on August 24. All tourist boats, fishing boats, aquaculture boats, offshore fishing boats, as well as the Dong Bai-Cai Vieng ferry, the Cat Hai-Phu Long cable car line, tourism and entertainment activities in the sea and island areas are temporarily suspended. Functional units are assigned to call, notify and resolutely prevent boats from going to sea, and are ready to mobilize forces and means to participate in rescue when requested.
In parallel with measures on the mainland, storm prevention work in Bach Long Vi special zone was urgently and comprehensively deployed. A quick report from the People's Committee of Bach Long Vi special zone on the morning of August 24 said that there were 121 vessels operating and anchored in the area; of which, 110 vessels had anchored in safe harbors, many small boats were brought ashore for shelter. The Border Guard force coordinated with Radar Station 490 to regularly contact and call on vessels still operating offshore to quickly return to shelters.
In addition, the special zone's loudspeaker system, the Port Management Board's radio station and the Border Guard Station continuously broadcast forecast and warning information so that people and fishermen can promptly grasp and proactively take precautions. The authorities urge fishermen to securely anchor their boats and maintain security and order in the port area./.
