People of Yen Thai village, Trung Chinh commune dismantle construction works to hand over the site for the high-speed railway project on the North-South axis.
The project has a section through Dong Tien ward about 3km long, the affected land area is more than 17.5ha. Of which, residential land is 4.7ha; agricultural land and other land is more than 12.8ha. To make way for the project, the locality must relocate and resettle 290 affected households. In addition, the project also affects the electricity, water systems and the People's cemetery. With the spirit of "Inventory in the day, price in the evening, public announcement the next morning", the ward has established a land acquisition council and working groups to measure and count assets according to regulations. Currently, the ward is actively inventorying affected households and publicly pricing at the cultural houses of the neighborhoods where the high-speed railway line passes.
According to Chairman of Dong Tien Ward People's Committee Nguyen Hong Quang, in order to ensure the progress of site clearance, local authorities are actively propagating and mobilizing affected people to understand the purpose and meaning of the project to agree. At the same time, grasp the thoughts and aspirations of affected households and carry out site clearance steps according to regulations. Currently, the ward has selected locations, organized to collect public opinions and approved 3 planned locations for resettlement for affected households and 1 location for the People's cemetery".
The project section through the province is about 95.33km long, passing through the wards of Quang Trung, Bim Son, Ham Rong, Dong Tien, Dong Son, Dong Quang, Truc Lam and the communes of Hoat Giang, Ha Trung, Trieu Loc, Hoang Phu, Hoang Giang, Trung Chinh, Thang Loi, Nong Cong, Thang Binh, Cong Chinh, Truong Lam, and Cac Son.
According to the project boundary provided by the Railway Project Management Board, the total affected land area that must be recovered is about 572.99 hectares (including residential land of 88.18 hectares; agricultural land and other land of 484.81 hectares); the number of households that must relocate is about 2,363 households and it is expected to arrange 39 resettlement areas/199.1 hectares/16 wards and communes (including 4 areas/15.4 hectares/185 affected households carrying out investment procedures according to current law provisions and 35 areas/183.7 hectares/2,178 affected households following the project's specific and special mechanisms and policies). Currently, the communes and wards planned to have the high-speed railway line passing through are actively implementing steps in site clearance, inventorying assets and architectural works, ensuring the rights of the people.
To ensure the progress of site clearance, on June 28, 2025, the Provincial People's Committee issued a Plan to implement the Project section through the province with the goal of completing the resettlement areas by September 2026 at the latest; basically completing and handing over the site to the construction contractor before December 2026 and completing all site clearance work in the first quarter of 2027 as required by the Government. Therefore, relevant departments and branches of the province are actively coordinating with communes and wards where the project passes through to organize the review, counting, and preliminary determination of the site clearance volume, resettlement needs, relocation of People's cemeteries, and relocation of other technical infrastructure works affected by the project to ensure progress. Along with the site clearance work, relevant branches of the province have reviewed the locations and scale of 35 resettlement areas proposed by the People's Committees of 16 wards and communes. Thereby, promptly guiding and removing difficulties and obstacles for communes and wards in the process of implementing planning and building resettlement areas to serve the high-speed railway project through Thanh Hoa province.
