At the meeting on July 11, after listening to the report of the Central Organizing Committee on the situation and progress of implementing the resolutions and conclusions of the Central Committee and the Politburo on the arrangement of the apparatus and administrative units from July 4 to 10 and the summary of the Central Inspection Committee on monitoring the situation of continuing to build the organization and operation of 2-level administrative units, and the contributions of the Politburo members and members of the Secretariat, the Politburo and the Secretariat concluded as follows:
1. Basically agree with the report submitted by the Central Organizing Committee. The Politburo and the Secretariat acknowledge and highly appreciate the Government Party Committee, the National Assembly Party Committee, the Vietnam Fatherland Front Party Committee, the Central mass organizations, the Central Organizing Committee, the Central Inspection Committee, the Central Party Office, the Ministry of Public Security , the Ministry of Home Affairs and commend the local Party committees and organizations for their active and diligent efforts in completing the assigned contents and tasks; closely coordinating, regularly updating the situation, overcoming difficulties, promptly handling arising problems so that the administrative apparatus at the two levels has basically ensured smooth and stable operation from July 1 to present.
2. Requesting Party committees and Party organizations directly under the Central Committee, ministries and branches to resolutely, seriously, synchronously and promptly implement the directions and conclusions of the Politburo , the Secretariat and the contents and tasks stated in Plan No. 56-KH/BCĐ, dated July 4 of the Steering Committee; continue to review and perfect the legal system in accordance with the new model; strengthen policy communication, create consensus and participation of the people; maintain and improve the level of people's satisfaction, taking satisfaction as a measure; grasp the ideological situation, thoughts and aspirations of cadres, Party members and people of all walks of life regarding the organizational model and operation of the 2-level administrative apparatus; regularly pay attention to and closely follow the progress and results of the implementation of functions and tasks of agencies and units after the rearrangement; Encourage and support cadres, civil servants and employees to overcome immediate difficulties regarding headquarters, working conditions, public housing, etc.; promptly handle arising problems; promptly take fundamental and long-term solutions so that cadres, civil servants and employees can work with peace of mind and serve the people; quickly and synchronously deploy database systems, management software and online public services; unify a shared digital platform, facilitating connection and operation; ensure stability and continuity in the organization and operation of the apparatus after the merger.
3. Agree in principle that the Party Committees directly under the Central Committee should coordinate with the Provincial and Municipal Party Committees before appointing the deputy heads of agencies and organizations to participate in the Party Committees and Party Cells of agencies and organizations where the Party Delegation and Party Executive Committee's activities end.
4. Request the Standing Committees of the Provincial and Municipal Party Committees to lead and direct the establishment of two new Party Committees (Party Cells) of agencies directly under the Commune Party Committees, which are the Party Committees (Party Cells) of the Commune-level Party Committees and the Party Committees (Party Cells) of the Commune-level People's Committees in accordance with Conclusion No. 139-KL/TW dated March 28, 2025 of the Politburo and the Secretariat; implement the policy of Party Committee Secretaries and People's Committee Chairmen at the commune level being assigned to participate in military Party cells at the same level in accordance with Regulation No. 294-QD/TW dated May 26, 2025 of the Central Executive Committee of the Party on the implementation of the Party Charter and Party activities at the workplace; be responsible for reviewing, selecting and arranging provincial-level cadres with sufficient qualifications and capacity at the commune level, especially cadastral and financial cadres; Solve immediate difficulties by allowing the use and arrangement of competent, experienced and capable cadres who are capable of meeting the job requirements but still lack the standards of theoretical qualifications and planned positions to be appointed to participate in the executive committee, standing committee, secretary, deputy secretary, chairman, vice chairman of the People's Council, chairman, vice chairman of the People's Committee at the commune level to ensure sufficient approved numbers; arrange the number of commune-level staff appropriately, meeting the requirements of the tasks of the grassroots level; lead and direct the preparation of documents at the provincial and commune levels; thoroughly update and fully supplement the Central's instructions to improve the quality of draft documents; prepare well the personnel plan for Party committees at all levels; direct the grassroots and upper-level Party congresses in accordance with the instructions of the Central and the Politburo; urgently arrange public housing, headquarters and working facilities; Amend, supplement, and promulgate regulations on the functions and tasks of specialized agencies at the provincial and communal levels according to their authority, to be completed before July 31; focus on directing the removal of difficulties and obstacles related to the operation of information technology systems at the communal level...
5. Assign the Government Party Committee to lead and direct the implementation of the contents and tasks stated in Plan No. 56-KH/BCĐ, dated July 4, 2025 of the Steering Committee, focusing on the following contents: leading and directing the Government, ministries, and ministerial-level agencies to regularly inspect the implementation of regulations on functions, tasks, and organizational structure of agencies, units, and organizations in the administrative agency system at the central and local levels; on decentralization, delegation of authority, and clear determination of authority; on work processes, records, and administrative procedures...; on providing public services and online public services to people, businesses, and organizations regardless of administrative boundaries; on special mechanisms to handle difficulties and obstacles due to legal regulations. Review, revise, supplement, and promptly issue regulations and guidelines to perfect the functions, tasks, and organizational structure of agencies, units, and organizations in the administrative agency system at the central and local levels to ensure consistency and unity among documents and between the central and local levels after the rearrangement of administrative units at all levels and the implementation of the 2-level administrative unit model.
The Government, ministries and branches (ministries of Justice, Home Affairs, Agriculture and Environment, Health, Education and Training, etc.) need to have specific instructions on decentralization to localities to proactively handle administrative procedures, manage budgets, organize apparatus and manage human resources; link administrative reform with public finance reform and innovate local governance methods; at the same time, ensure a close monitoring mechanism from superiors and people's participation.
Ministries and branches urgently send cadres to the grassroots to grasp the situation, propose solutions to remove difficulties, and handle arising issues within their functions and tasks, especially those related to land administration, site clearance, land ownership determination, and land use right certificate issuance, etc.
Establish a mechanism for coordination, monitoring and two-way information feedback between the Central and local levels. Continue to organize professional and technical training; foster and update knowledge and information regularly and continuously, prioritizing timely implementation during the operation phase of the new apparatus from now until the end of October 2025 in order of importance and necessity, such as tax, business registration, land, environment, justice, health, education, etc.; review the allocation of funds; inspect and guide the management and use of funds, arrange working offices, etc.
6. Assign the Party Committee of the Vietnam Fatherland Front and central mass organizations to lead and direct the Central Committee of the Ho Chi Minh Communist Youth Union to maintain voluntary activities to bring students to communes, wards, and special zones to support information technology and carry out digital transformation; continue to arrange and reorganize mass organizations assigned by the Party and State (including party organizations) operating under the Central Committee of the Vietnam Fatherland Front in the direction of reducing the number of organizations, streamlining the internal apparatus, and operating practically and effectively; arrange press agencies under the Central Committee of the Vietnam Fatherland Front, ensuring unified management, improving operational efficiency in the direction of maximum streamlining, reducing the number of agencies, newspapers, and magazines, and maintaining only really necessary units; grasp the situation, periodically report on public opinion of cadres, party members, and people, and propose and recommend to handle arising issues (if any).
7. Assign the Party's agencies and units at the Central level to preside over and coordinate with relevant agencies to regularly inspect and guide the implementation of the Central's regulations and instructions within the scope and fields assigned by the Politburo and in terms of expertise, profession, working procedures, management procedures, etc.; review and advise the Politburo and the Secretariat to promptly supplement, amend, promulgate (or promulgate under their authority) regulations and instructions in the direction of clearly defining the functions, tasks, authority and responsibilities of each Party Committee (Central, provincial and grassroots levels), each specialized agency advising, assisting and public service unit of the Party Committee to ensure consistency, unity and transparency between documents, between the Central and local levels after the arrangement of administrative units at all levels, to be completed before July 31, 2025.
8. The Central Organizing Committee shall preside over and coordinate with relevant agencies to advise the Politburo and the Secretariat to deploy tasks in preparation for the 14th National Party Congress; issue decisions on personnel work according to plan; review and advise the Secretariat to amend, supplement, and issue new regulations on functions and tasks of types of grassroots party organizations, ensuring consistency, unity, and suitability for the new stage, especially for party committees (cells) of commune-level party agencies and party committees (cells) of commune-level People's Committees directly under commune-level Party Committees.
