Ensure reduction and simplification of administrative procedures and business conditions

It is expected that in 2025, 488 administrative procedures will be abolished, 2,675 administrative procedures will be simplified, and 2,028 out of a total of 7,806 business conditions will be cut.

On August 23, Prime Minister Pham Minh Chinh signed Official Dispatch No. 144/CD-TTg on ensuring the reduction and simplification of administrative procedures, business conditions and the smooth and effective implementation of administrative procedures in the implementation of two-level local government.

Pursuant to Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026 and the Prime Minister 's Directive Telegrams, Ministries and agencies have reviewed and developed Plans to reduce and simplify administrative procedures and business conditions.

To date, 10 ministries and agencies have submitted plans to the Prime Minister for consideration and approval, of which the Prime Minister has approved plans to reduce and simplify 1,315 administrative procedures and reduce 872 business conditions under the management of 4 ministries; 3 ministries and agencies are submitting to the Prime Minister and 3 ministries and agencies are continuing to supplement and complete the dossier to submit to the Prime Minister.

It is expected that in 2025, 488 administrative procedures will be abolished, 2,675 administrative procedures will be simplified (accounting for 74.86% of the total number of administrative procedures related to production and business activities) and 2,028 out of a total of 7,806 business conditions will be cut (reaching a rate of 26%).

Provinces and centrally-run cities have focused on implementing administrative procedures when arranging administrative units and implementing the two-level local government organization model.

From July 1 to August 23, the total number of records received by 34 provinces and cities was 6.5 million administrative procedure records, of which 4.8 million administrative procedure records were received at the commune level (an increase of about 25% over the same period in 2024).

However, besides the achieved results, the implementation of the tasks in the Government's Resolution and the Prime Minister's Official Dispatch by a number of ministries, branches and localities still has shortcomings and limitations, specifically:

Firstly, the Ministry of Health and the Ministry of Home Affairs have not yet submitted to the Prime Minister a plan to reduce and simplify administrative procedures in accordance with the Government's requirements in Resolution No. 66/NQ-CP and the Ministry of Industry and Trade and the Ministry of Health are expected to not achieve the target of reducing at least 30% of business conditions.

Second, the information systems of some ministries (such as household registration; business registration, business households, cooperatives; information disclosure on animal feed...) have not yet been upgraded in time to meet the requirements of implementing a two-level local government, performing administrative procedures regardless of administrative boundaries and connecting and sharing data with the provincial administrative procedure settlement information system.

Third, some national and specialized databases are still slow to be completed and put into operation or do not meet the requirements of "correct, sufficient, clean, and live" data to serve the reduction and simplification of administrative procedures.

Fourth, the administrative procedure settlement information system of some localities has been upgraded but is not comprehensive, adequate, and unstable; the internal procedures of administrative procedures on the administrative procedure settlement information system have not been adjusted in a timely manner, leading to the provision of online public services not being smooth and effective.

Fifth, the arrangement of cadres and civil servants of some agencies has not yet fully ensured and met the professional and technical requirements of the job position. The arrangement of personnel is still uneven among the Public Administration Service Centers, not meeting the job requirements.

Sixth, technical facilities in some localities are still lacking, and the issuance of digital signatures for official use is slow, so working conditions cannot be guaranteed.

Seventh, the number of administrative procedures providing online public services in some localities is still low; some places are not equipped with computers to support the implementation of online public services for people;

Eighth, propaganda, guidance and support for people and businesses in some localities are not really effective.

In order to promptly, effectively and on schedule implement Resolution No. 66/NQ-CP dated March 26, 2025 of the Government, substantially reduce administrative procedures, investment and business conditions, processing time, and costs of compliance with administrative procedures, the Prime Minister requests Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities to continue to effectively implement Official Dispatch No. 127/CD-TTg dated August 4, 2025 of the Prime Minister and immediately deploy the following contents:

Cut at least 30% of business conditions, time, and costs of administrative procedure compliance

1. The Minister of Health and the Minister of Home Affairs shall urgently complete the development of a Plan to reduce and simplify administrative procedures and business conditions related to production and business activities to submit to the Prime Minister for approval, no later than August 31, 2025.

2. Minister of Science and Technology, Ministry of Industry and Trade, Ministry of Foreign Affairs and Governor of the State Bank of Vietnam

- The Minister of Science and Technology, the Ministry of Foreign Affairs and the Governor of the State Bank of Vietnam shall urgently supplement and complete the dossier to submit to the Prime Minister for approval of the Plan to reduce and simplify administrative procedures and business conditions in accordance with regulations, ensuring the achievement of the goals as required in Resolution No. 66/NQ-CP of the Government, to be completed no later than August 31, 2025;

- The Minister of Industry and Trade continues to review, proactively reduce and simplify business conditions in the development and promulgation of legal documents or submit to the Prime Minister for approval of additional plans, ensuring a minimum reduction of 30% of business conditions in 2025.

3. Chairman of People's Committees of provinces and centrally-run cities

Direct the review and completion of mechanisms, policies, and administrative procedures prescribed in legal documents under its authority, ensuring completion within the deadline assigned in Official Dispatch No. 127/CD-TTg dated August 4, 2025 of the Prime Minister.

Carry out administrative procedures smoothly, effectively and without interruption

1. Ministers of Ministries and ministerial-level agencies

- Review and promptly overcome the limitations and shortcomings of shared information systems under the management of the Ministry, especially centralized public service provision systems (such as: Electronic household registration and management system; Business registration system, business households, cooperatives; C/O issuance system; Animal feed information disclosure system; Licensing system for alcohol, beer, tobacco; Badge issuance management system...), vertical industry management software systems (such as Tax, Social Insurance...) and fully and continuously integrate and connect in real time with the provincial administrative procedure settlement information system, the National Public Service Portal to ensure the implementation of administrative procedures regardless of administrative boundaries within the provincial level is smooth, effective, and uninterrupted, especially administrative procedures that are decentralized, delegated, and assigned authority to localities, to be completed in September 2025.

- Focus on completing the construction and putting into operation of National Databases and specialized Databases (such as land, civil status, construction, etc.) to meet the requirements of "correct, sufficient, clean, and live" data, serving to reduce and simplify administrative procedures and deploy online public services based on data in accordance with the roadmap in Resolution No. 214/NQ-CP dated July 23, 2025 promulgating the Government's Action Plan on promoting data creation to serve comprehensive digital transformation.

c) Accelerate the progress of completing the restructuring of processes and providing online public services in accordance with the goals and requirements in Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on science and technology development, innovation and digital transformation, especially administrative procedures for enterprises and administrative procedures under the jurisdiction of provincial and communal levels.

2. Chairman of People's Committees of provinces and centrally-run cities

- Review and arrange sufficient staff and civil servants who meet the professional and technical requirements of the job position, especially full-time staff and staff and civil servants from specialized departments sent to work at the Commune-level Public Administration Service Center to guide, receive and resolve administrative procedures for people and businesses, ensuring efficiency and smoothness, avoiding local congestion, to be completed before August 31, 2025.

- Complete the issuance of the Decision on public disclosure and organization of administrative procedures regardless of administrative boundaries within the province, helping people conveniently choose to submit administrative procedures appropriate to their place of residence, living, studying, and working, to be completed before August 31, 2025.

- The People's Committees of 4 provinces: Tuyen Quang, Dak Lak, Tay Ninh, Lai Chau preside over and coordinate with the Government Cipher Committee to urgently issue enough digital signatures for public service to officials and civil servants at the Public Administration Service Centers at the commune level.

- Convert data from the systems of the provinces before the merger, ensuring completeness, accuracy, and originality of data serving the management, operation, settlement of administrative procedures, and provision of online public services; arrange adequate equipment and facilities, in which the People's Committees of the provinces: Dong Thap, Dien Bien fully arrange computers to support the implementation of online public services for people at the Public Administration Service Center in accordance with regulations.

- Strengthen inspection, guidance, and timely handling of difficulties and problems, especially "bottlenecks" and "jams" in the process of receiving and handling administrative procedures in the province and city.

- Actively promote communication on administrative procedure reform; guide and support people and businesses, create consensus and companionship in society.

Implementing organization

1. Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally-run cities are responsible to the Government and the Prime Minister for the results of cutting and simplifying administrative procedures, business conditions and implementing administrative procedures smoothly and effectively in the implementation of two-level local government and the tasks in this Official Dispatch; report to the Government and the Prime Minister on the implementation results (in the Report on administrative procedure reform) before the 25th of each month.

2. The Government Office, according to its assigned functions and tasks, shall monitor, urge, and synthesize the situation and results of the implementation of this Official Dispatch, and promptly report to the Prime Minister on arising issues that exceed its authority as prescribed.

3. The Government Inspectorate and the Government Party Committee's Inspection Commission shall develop a Plan to inspect, examine and supervise the reduction and simplification of administrative procedures and business conditions of ministries, branches and centrally-run provinces and cities in accordance with Party regulations and State laws.

This is a very important and urgent task that needs to be urgently focused on and completed. The Prime Minister requested that Ministers, Heads of ministerial-level agencies, Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Committees of provinces and centrally-run cities spend time paying attention to, leading and directing their affiliated agencies and units to complete the above-mentioned tasks, ensuring that administrative procedure reform and the settlement of administrative work, procedures and public services for people and businesses are smooth, effective and uninterrupted when operating the 2-level local government model./.
