On August 23 and 24, the leaders of Thanh Hoa Provincial Police directed local departments, offices and units to deploy forces and be on standby to help people prevent and fight against storm No. 5. Although it was a weekend, police from various units and localities were directly present in residential areas, focusing on guiding and supporting people in bracing their houses and shops, and arranging safe anchoring for boats and ships at storm shelters. Thanh Hoa Police were determined not to let any people stay on boats and ships when storm No. 5 made landfall.
The Traffic Police force was assigned to coordinate with the police of wards and communes to deploy checkpoints and control at culverts, spillways, flooded roads, ferries, and direct traffic to ensure safety for people and vehicles. The Mobile Police, Order Police and Police 113 were mobilized to vulnerable areas, river mouths and sea mouths to participate in the evacuation of people in dangerous areas and areas at risk of landslides, flash floods and flash floods.

In addition, the Fire Prevention and Rescue Police Department has also developed detailed plans and prepared adequate equipment such as fire trucks, rescue vehicles, motorboats, life jackets, etc. to serve the search, rescue and recovery work. The entire unit strictly maintains a 24/7 on-duty regime according to the motto "Four on-site" and the principle of "Three ready", ready to handle all emergency situations, ensuring the highest safety for the people.

Currently, 100% of Thanh Hoa fishing boats operating at sea have been called and instructed to leave the dangerous area or seek safe shelter. Owners of all vessels have been informed about storm No. 5 and are in regular contact with authorities, families, and local authorities. Localities are ready to evacuate 6,254 households/28,698 people (104 areas/20 communes and wards) living in areas 200m from the coast; 1,722 households/7,351 people (233 areas/59 communes) in areas at risk of flash floods; 6,275 households/26,551 people (529 areas/82 communes) in areas at risk of landslides in mountainous communes. The system of reservoirs and irrigation dams in Thanh Hoa is currently safe, with a capacity of 55-60% of the design.
