Discussing plans to organize district-level business associations when operating a two-level government

On the morning of June 11, in Ha Long City, the Provincial Business Association held an expanded Standing Committee meeting to discuss plans to organize district-level business associations when operating a two-level government model.

According to the draft project, the arrangement of district-level business associations is expected to be implemented according to one of two options. Option 1, the previous district-level business associations will be rearranged into regional business associations and branches under the Provincial Business Association. The branches will be established by the Chairman of the Provincial Business Association, have their own seals, have independent legal status, and operate and closely link according to the general operating regulations of the Provincial Business Association. The Provincial Business Association will issue a decision to appoint the Executive Committee, Chairman, and Vice Chairmen; and at the same time, decide to establish regional business associations and branches .

Option 2: District-level associations cease operations and dissolve under the guidance of the Ministry of Home Affairs and the Provincial People's Committee. The Chairman of the Provincial Business Association issues a decision to establish business associations at commune, ward, and special zones according to the two-level government model. Regional business associations do not establish sub-associations or business clubs at communes and wards.

Representatives of Dong Trieu City Business Association gave opinions at the conference.

The arrangement aims to increase the strength of the association, reduce overlap, and focus on activities. At the same time, it will turn the Provincial Business Association into an organization with a comprehensive scope, a focal point representing businesses in the area, and promote the role of a bridge between the Party Committee, the government, and businesses.

At the conference, representatives of business associations of districts, towns and cities gave some opinions such as: Establishing new branches according to wards, communes and special zones of the 2-level government model, merging the Business Association of Mong Cai City - Hai Ha, Tien Yen - Binh Lieu - Ba Che into branches, researching the establishment of inter-ward and commune branches...

Based on the consensus at the conference, the Provincial Business Association will advise and report to the Provincial People's Committee on the project to arrange provincial business associations according to a two-level model including business associations at the provincial level and business associations in communes and wards to ensure compliance with the two-level government when it comes into operation from July 1.
