Project 8 is one of 10 component projects under the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period, chaired by the Vietnam Women's Union (according to Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister). The key groups of activities of this project focus on propaganda and mobilization to change "thinking and working methods"; contribute to eliminating gender prejudices and stereotypes, and eliminating backward views in ethnic minority areas. At the same time, the project aims to build and replicate models to ensure the voice and substantive participation of women and children in socio-economic development activities; enhance economic empowerment for women...
In Quang Ninh , Project 8 has been implemented synchronously, receiving close guidance from Party committees, authorities and close coordination between the Women's Union at all levels with departments, branches and organizations. The implementation of Project 8 has also been applied flexibly and creatively to suit the actual conditions of each region in the province; not only attracting the attention of women and girls, but also aiming to change the awareness and actions of both men and the entire community.
Research in Hai Ha district shows that many models concretized from Project 8 have been maintained quite effectively by the Women's Union at the commune level. The approach is not rigid, but each commune, village, and area has proactively chosen its own key content to implement in accordance with the characteristics of the residential community and the socio-economic situation at the grassroots level. Thanks to that, the project helps the message of gender equality to penetrate deeply into daily life, solving the most necessary problems for women and children in each place.
For example, the Women's Union of Quang Son commune has focused on coordinating with the village Party cells, launching 12 community communication teams as the core in propaganda, intervening in issues of preventing domestic violence, eliminating bad customs and social evils, fighting against human trafficking across borders... Meanwhile, in Quang Ha town, the contents of Project 8 mainly focus on supporting members to develop the economy and increase income. From there, build the image of a dynamic, creative woman, confident in taking control of her life, participating in building a civilized and progressive family and society.
In schools, Project 8 activities are also effectively integrated into extracurricular activities, helping to equip students with knowledge and skills related to gender equality. Most notably, the establishment of the Leaders of Change Clubs, with teachers in charge of the Youth Union directly responsible for guiding, working with students to develop plans, organize and implement each program and small project throughout the school year. During club activities, students participate in games, group discussions, present and express their opinions; demonstrate their talents, such as singing, dancing, acting... which helps them better understand information about age psychology, gender, communication culture, and skills to recognize and prevent school violence and risks of abuse...
At the end of phase 1 of Project 8 (2021-2025), recently in Hanoi , the Central Committee of the Vietnam Women's Union held a summary conference in the form of direct and online, connecting with the bridge points at the Women's Unions of provinces and cities across the country. Through studying the reports and the reality of the localities, the delegates all highly appreciated the achievements that Project 8 has achieved after 5 years of implementation. In particular, the Project has basically completed all 4 key contents, with 8/9 core targets reaching and exceeding the plan. In particular, 4 outstanding targets include: Community communication team (115.5%), Trusted address (231%), "Leader of change" club (113%) and Capacity building for ethnic minority female cadres (208%).
In Quang Ninh, looking back at the 5 years of implementing Project 8, there have been very positive results. Typically, the whole province has established 71 community communication teams in disadvantaged villages and hamlets, far exceeding the initial target of 35 teams. Or the Women's Unions of localities in the areas where Project 8 is implemented have supported and helped establish 9 cooperatives and 3 cooperatives with women participating in management. The provincial Women's Union has organized 39 training courses on knowledge and skills to propagate domestic violence prevention and abuse prevention, eliminate gender stereotypes, and respond to gender-based violence for nearly 3,700 participants, reaching 125% of the target for the entire period. Project activities such as the contest "Creating communication products to raise awareness of gender equality for children in ethnic minority and mountainous areas" in 2023, the model "Trusted address in the community" located at commune health stations... all achieved their goals.
Quang Ninh's efforts and experiences have become valuable handbooks and experiences, creating positive changes in promoting gender equality and solving urgent problems for women and children nationwide. In phase 2 of Project 8, the targets are set higher to meet the requirements in the new situation. All levels, sectors and localities also need to continue to innovate coordination and implementation of this important task. In particular, promoting digital transformation in the implementation, monitoring, supervision and reporting of program progress; promoting the proactiveness and responsibility of the community in implementing gender equality in accordance with the economic, cultural and social characteristics of each locality.
