In recent times, the province has regularly and continuously directed the settlement of procedures to put mines into exploitation; allowed the exploitation of excess soil and rock volumes at projects; accelerated the completion of procedures for exploiting sand mines for filling; strengthened solutions to exploit and effectively use mine waste soil and rock as filling materials... to ensure the needs of key projects in the area are met.
In the Planning of Quang Ninh province for the period of 2021-2030, with a vision to 2050 approved by the Prime Minister in Decision No. 80/QD-TTg dated February 11, 2023, 79 hill mines were identified that could be put into exploitation for use as landfill materials in the period up to 2030, with reserves of about 250 million m3 ; 31 areas for mining coal mine waste soil and rock with reserves of about 150 million m3 .
In addition, the province also has sand mines (about 49.3 million m3 ) that can be used for filling projects; dredging projects of seaports and waterways generate nearly 33 million m3. dredged material; thermal power plants generate about 35 million m3 Thermal power plant ash can be used as landfill material. These materials can be used as substitutes for traditional hill soil.
With the thorough and close direction of the province, there have been many changes in the supply of filling materials. In particular, regarding the licensing of soil and rock mines for filling materials, implementing the Provincial Planning, the Provincial People's Committee has demarcated 10 areas of soil and rock mines for filling materials without auctioning mineral exploitation rights and 7 areas of auctioning mineral exploitation rights with a total reserve of 112.5 million m3 . The Provincial People's Committee has granted 10 mineral exploitation licenses for soil and rock mines for filling materials; 6 mining areas are completing mineral exploitation license dossiers. In the first 6 months of the year, the licensing procedures for Duc Son mine, Thuy An mine (Dong Trieu city), Trung Vuong mine (Uong Bi city) have been completed; continuing to focus on resolving procedures for licensing the exploitation of Nam Khe mine, Bac Son mine (Uong Bi city); Quang Phong mine (Hai Ha), Hai Tien mine, Hai Yen mine (Mong Cai) ...
In addition, procedures have been completed to exploit 2 sand mines with reserves of 18.8 million m3 ; focusing on resolving procedures and granting mining licenses with a total reserve of over 12 million m3. Excess soil and rock in investment projects; promote solutions and resolve procedures according to authority to maximize exploitation of mine waste soil and rock with a total permitted reserve of 38.8 million m3 . Thereby increasing the total volume of landfill materials with procedures, which can be exploited and supplied in the period 2025-2030 to about 180.1 million m3 .
According to the review results, the projects implementing construction investment in the period of 2025-2030 have a demand for filling materials of about 115 million m3 , focusing on some projects with large demand such as the River Road project connecting Ha Long - Hai Phong Expressway with Dong Trieu City, the demand for filling materials is about 7.6 million m3. ; the project of the route connecting from National Highway 279 through the Love Bridge intersection to the Binh Minh Bridge approach road (Ha Long City), the demand for filling materials is about 1.5 million m3 ; the project of the route connecting Hon Net - Con Ong port from National Highway 18 to Ha Long - Van Don Expressway, the demand for filling materials is about 2 million m3 ... Thus, basically, the supply of filling materials in the province has met the needs of the projects.
However, according to the assessment of the professional agency, when organizing and implementing in practice, there are still some difficulties and limitations leading to low efficiency. In order to exploit and improve the efficiency of using landfill materials, meet the progress, promptly remove and resolve arising problems, based on the direction of the Provincial People's Committee. The province also requires that, along with the development of a circular economy , using excess materials, mine waste soil and rock to serve landfill projects, departments, branches, localities, investors and related units must study and propose to proactively balance the types and supply sources of landfill materials in the current period and the medium-term period (2026-2030) to ensure suitability, efficiency and feasibility in implementation.
