At the conference, the Quang Ninh Provincial Military Command announced the Decision of the Ministry of National Defense on dissolving the Military Commands of 13 districts (towns, cities), establishing 5 Regional Defense Command Boards; the Decision of the Quang Ninh Provincial Military Party Committee on establishing the Party Committee of 5 Regional Defense Command Boards.

Speaking at the conference, Mr. Vu Quyet Tien, Deputy Secretary of the Quang Ninh Provincial Party Committee, acknowledged and commended the contributions of 13 District Military Commands in recent years. The units have successfully completed their tasks of advising local Party committees and authorities on local defense and military work; building militia and self-defense forces; recruiting citizens for military service; combat readiness, natural disaster prevention and control, search and rescue; contributing to maintaining political security, social order and safety, creating a stable environment for sustainable socio-economic development of the province.

At the same time, it is recommended that, immediately after the conference, the Provincial Military Command direct, guide and organize the implementation of the complete and intact handover from the District Military Commands to the Regional Defense Commands, including forces, facilities, technical equipment and the entire system of related records, ensuring strict security, absolutely no loss of assets, interruption of operations or gaps in command and management of national defense and security.

Proactively review and organize the unified reception of independent military units stationed in border areas, islands, and specialized technical checkpoints to ensure smooth, continuous, and uninterrupted operations in all situations. Direct the PTKV Command Boards to promptly stabilize their organization and staffing; manage and use military numbers, weapons, and technical equipment according to the new staffing; develop and adjust combat readiness plans; organize practice to master plans; strictly maintain patrol and guard regimes, ensure safe guard posts; develop and implement a system of training plans, manage records, regularity, and discipline; consolidate barracks, and complete the signboard system in accordance with regulations.

Direct the PTKV Command Boards to proactively coordinate closely with relevant forces and commune-level authorities in performing national defense and security tasks in assigned areas. Successfully organize the PTKV Command Board Party Congress, at the same time develop and promulgate working regulations and assign tasks within the Party Committee to ensure Party activities, promote the Party's comprehensive and absolute leadership role in performing local defense and military tasks.
