On June 23 and 24 in Hanoi, the Ministry of Home Affairs hosted the 12th Meeting of the Working Group on the ASEAN Socio-Cultural Community (ASCC) Strategic Plan.
Ten delegations from ASEAN member countries and the ASEAN Secretariat attended the meeting, with a delegation from East Timor participating as an observer. Malaysia and the Philippines - the two Chairs and Vice Chairs of ASEAN - co-chaired and co-chaired the meeting.
In his welcome speech, Deputy Minister of Home Affairs Vu Chien Thang highly appreciated and congratulated the officials in charge of ASCC (SOCA) and the Working Group for completing the ASCC Strategic Plan and being approved by the ASEAN Leaders along with strategies on politics - security, economy and connectivity.
Deputy Minister Vu Chien Thang said that the adoption of the ASEAN Community Vision 2045 and four strategies demonstrates ASEAN's proactive approach and adaptation to a changing world . The content of the strategic documents has inherited and promoted the achievements, maintained ASEAN's core values, and opened up many opportunities and potentials for intra- and extra-bloc cooperation, enhancing ASEAN's role, prestige and position both regionally and internationally.
Deputy Minister Vu Chien Thang affirmed that the Vietnamese Ministry of Home Affairs will support and actively participate in the implementation of the Strategic Plan in general and the specific tasks of the Working Group in particular.

Co-Chairs of the Working Group, Dr Christina Yeo Ken Yin, Ministry of Tourism, Arts and Culture, Malaysia and Mr Mike Mohen A. Padilla, Ministry of Social Welfare and Development, Philippines expressed their gratitude to the Ministry of Home Affairs of Vietnam and the Australia for the Future of ASEAN for supporting the organization of the 12th Meeting of the Working Group in Hanoi.
Recalling the results achieved at the 11th Meeting with the completion of the preliminary draft of the Guidelines for developing Key Performance Indicators (KPIs), the Co-Chair emphasized that the goal of the 12th Meeting will be to discuss in depth and contribute ideas to develop the ASCC Results Framework and a detailed plan for organizing communication activities.
During the two working days, the Working Group members will exchange views and discuss the implementation plan of communication activities to widely disseminate and introduce the ASCC Strategic Plan; solutions to further improve the monitoring and evaluation of the ASCC Strategic Plan based on the ASCC 2025 Master Plan Monitoring and Evaluation Guidelines, and map the monitoring and evaluation system of ASCC sectoral agencies; review the roadmap for developing the ASCC Results Framework after 2025, focusing on the KPIs proposed by ASCC Sectoral Agencies.

Building on the results of the 11th Meeting, the Working Group members continued to discuss lessons learned from monitoring and evaluating the ASCC 2025 Blueprint, considering this an important input for developing the results framework.
The meeting also reviewed specific KPIs for sectoral strategic measures proposed by ASCC Sectoral Bodies; discussed and commented on the guidance document for developing KPIs, taking into account the integration of activities of sectoral work plans with relevant strategic measures and ensuring alignment with the overall goals of the ASEAN Community Vision 2045./.
